ԱԺ «Հայաստան» խմբակցության պատգամավոր Արեգնազ Մանուկյանն այսօր խորհրդարանում «Կորոնավիրուսային համավարակով պայմանավորված խստացումների, մարդու իրավունքների վրա դրանց ազդեցության» թեմայով աշխատանքային քննարկման ժամանակ դիմելով Առողջապահության նախարար Անահիտ Ավանեսյանին, ասաց, որ հոկտեմբերի 1-ին ուժի մեջ մտնող մի շարք սահմանափակումների վերաբերյալ կան բազմաթիվ մտահոգություններ։

«Նախ՝ այդ որոշումը մարդու իրավունքների առումով է խնդիրներ առաջացնում, քանի որ պատվաստումը պետք է լինի մարդու ընտրությունը, այլ ոչ թե այդ ծախսը թողնի աշխատակիցների վրա, որոնց մեծ մասը գտնվում է սոցիալապես ծանր վիճակում։ Ի՞նչ երաշխիք կա, որ ՊՇՌ մեկ թեստը հանձնելուց հետո մինչև հաջորդի հանձնումը քաղաքացին չի կարող վարակակիր լինել։ Ստեղծված իրավիճակը կարող է նաև կոռուպցիոն ռիսկեր առաջացնել, քանի որ չի բացառվում, որ քաղաքացիներն ավելորդ քաշքշուկներից խուսափելու համար կարող են նախընտրել պատվաստվելու հակացուցում ունենալու հավաստող փաստաթուղթ ձեռք բերել ապօրինի ճանապարհով»,- նշեց Արեգնազ Մանուկյանը։

Նա անդրադարձավ նաև պետպատվերների հետ կապված խնդիրներին՝ ընդգծելով, որ շարունակում են քաղաքացիներից ահազանգեր ստանալ, որ պետպատվերների հերթագրումների հարցը դրվել է բժշկական կենտրոնների վրա։

«Քանի որ հիմնական բյուջեն սպառվել է, բժշկական կենտրոնները որոշում են, որ տվյալ քաղաքացու բուժումն անհետաձգելի չէ, և քաղաքացիներին գրանցում են ու տուն ուղարկում։ Նման քայլի բժշկական կենտրոնները ստիպված են գնում, քանի որ զրկված են ֆինանսավորումից, ինչը հետևանք է այն բանի, որ կառավարությունը չի կարողացել ճիշտ պլանավորել ծախսերը։ Այսպիսով մարդիկ մինչև 2022 թվականը զրկված են պետպատվերի շրջանակներում բուժօգնություն ստանալու հնարավորությունից»,- հավելեց նա։

Արձագանքելով, Անահիտ Ավանեսյանն ասաց, որ վարակը, ցավոք, որևէ մեկին կամ քննարկումների ու հարցերի սպառիչ պատասխանների չի սպասում, փոխարենն այն տարածվում է և կյանքեր խլում։

«Բոլորս էլ ականատես ենք լինում, որ ոչ այդքան տարիքով մարդիկ շարունակում են հիվանդանալ ու մահանալ։ Այո, կառավարությունն ունի իրավունք՝ կիրառելով օրենքով սահմանված բոլոր միջոցառումները՝ պաշտպանելու իր քաղաքացիներին։ Այդ պատասխանատվությունը կրում է կառավարությունը։ Մեր, իմ առաջին նպատակը և մոտիվը մեր քաղաքացիների առողջությունն ու կյանքն է»,- նշեց նա։

Առողջապահության նախարարը պետպատվերի խնդրին չանդրադարձավ՝ նշելով, որ այն այսօրվա օրակարգի հարց չէ, և առաջիկայում դրան անդրադառնալու առիթներ կլինի։
