Չէր կարող ԳՇ պետի կողմից հնչել այդ աստիճան սուտ տեղեկություն, իսկ եթե եղել է՝ ձեր սխալն է, որ նման ստախոսին նշանակել եք ԳՇ պետ. Ա. Ղազինյանը՝ ԳՇ պետի կողմից պատերազմը դադարեցնելու պահանջի մասին

Եթե քաղաքական իշխանության գործողությունները վտանգում են զինվորի կյանքը, եթե քաղաքական իշխանությունը ադեկվատ չի արձագանքում իրավիճակին՝ հարվածի տակ դնելով զինվորների կյանքն ու առողջությունը, երբ իրեն հորդորում են դադարեցնել պատերազմը, սակայն մերժում է պատերազմը դադարեցնելու առաջարկները, այդ պարագայում Գլխավոր շտաբն իր սահմանադրական պարտականությունները կատարելու նպատակով կարող է պահանջել քաղաքական իշխանության հրաժարականը: Քանի որ քաղաքական սխալների պատճառով է զինվորը ստիպված լինում կրակել: Այս մասին Պաշտպանության և անվտանգության հարցերի մշտական հանձնաժողովի նիստում հանձնաժողովի նախագահի տեղակալի ընտրության քննարկման ժամանակ  ասաց «Հայաստան« խմբակության պատգամավոր Արթուր Ղազինյանը:

Խոսելով նոյեմբերի 9-ի եռակողմ համաձայնագրի ստորագրման մասին՝ Ղազինյանը նշեց, որ այն պետք էր ավելի շուտ ստորագրել՝ նոր կորուստներից խուսափելու համար:

«Նոյեմբերի 9-ի հայտարարությունը, որը տեսականորեն կարող էր ստորագրվել հոկտեմբերի 19-ին, ստորագրվեց Ադրբեջանի դրոշի օրը, ստորագրվեց այն ժամանակ, երբ Շուշին հանձնվեց, դա արժանապատվության նվաստացում է: Մենք չենք ասում ինչու է այն ստորագրվել, որովհետև  այն իրավիճակում էինք, որ այլևս հնարավոր չէր դա չստորագրել: Հարցը այն է՝ ինչու մենք դրան հասանք: Նիկոլ Փաշինյանի կողմից եղել է ընդամենը մեկ պատասխան՝ ինձ կասեին դավաճան: Հարցն այն է՝ ինչու չեղավ հերթական ուղիղ եթերը և ինչու դա արվեց գաղտնի»,-ասաց նա:

Ղազինյանը իր խոսքում անդրադարձավ 1999 թվականի հոկտեմբերի 27-ին տեղի ունեցած ողբերգության բացահայտմանը՝  նշելով.

«Հոկտեմբերի 27-ը քննելու համար առկա են եղել բոլոր անհրաժեշտ գործիքները՝ և՛ Քննչական խումբ, և՛ Գլխավոր դատախազ, և՛ ԱԱԾ, տրվել են հնարավոր կասկածները փարատելու համար: Ոչ միայն այն ժամանակ դա տեղի չունեցավ, այլ չի էլ լինելու, որովհետև ամեն ինչ շատ պարզ է»:
