Գորիս-Կապան ճանապարհը փակելը ադրբեջանական իշխանությունների կողմից նախապես պլանավորված բացահայտ հանցանք է ՀՀ ողջ քաղաքացիական բնակչության դեմ. ՀՀ ՄԻՊ

ՀՀ ՄԻՊ-ը գրում է.

Ինձ համար ակնհայտ է, որ Սյունիքում Գորիս-Կապան ճանապարհը փակելը ադրբեջանական իշխանությունների կողմից նախապես պլանավորված բացահայտ հանցանք է ՀՀ ողջ քաղաքացիական բնակչության դեմ: Այդ հանցանքը նրանց զինված ծառայողները պարզապես իրագործել են իրենց իսկ հորինած սադրանքի հիման վրա:

Արդեն 2-րդ օրն է ադրբեջանական զինված ծառայողները փակ են պահում Գորիսից Կապան տանող ՀՀ միջպետական ճանապարհը:

Արդյունքում՝ մյուս բնակավայրերից գրեթե ամբողջությամբ կտրվել են գյուղեր՝ Գորիսի Որոտանը, Շուռնուխը, Բարձրավան գյուղերը, Կապանի Նոր Առաջաձոր գյուղի մի թաղամասը:

Նշված գյուղերում առաջացել են սննդամթերքի ու առաջին անհրաժեշտության ապրանքների, բժշկական ծառայությունների հասանելիության լրջագույն սահմանափակումներ՝ մարդկանց կանգնեցնելով հումանիտար ճգնաժամի իրական վտանգի առաջ:

Ադրբեջանական զինված ծառայողների բացահայտ հանցավոր արարքների պատճառով լրջորեն սահմանափակվել է հատկապես այդ գյուղերի քաղաքացիական բնակչության (այդ թվում՝ երեխաներ, կանայք, տարեցներ) ազատ տեղաշարժը:

Դրա արդյունքում լրջորեն ծանրաբեռնվել է Սյունիքի Տաթև-Կապան ճանապարհը:

Ադրբեջանական զինված ուժերի այս արարքները ՀՀ-ում առաջացրել են մարդու իրավունքների զանգվածային խախտումներ՝ մարդկանց ազատ տեղաշարժը, բժշկական ծառայությունների հասանելիությունը, խաթարվել է քաղաքացիական բնակչության բնականոն կյանքը և միջազգայնորեն երաշխավորված այլ կենսական իրավունքներ:

Դրանից բացի, լրջորեն սահմանափակվել է տարբեր ապրանքներ, այդ թվում՝ գործարար նպատակներով տեղափոխող բեռնատար մեքենաների տեղաշարժը Իրանից Հայաստան և հակառակը: Այսինքն՝ կաթվածահար է եղել Հայաստան-Իրան ճանապարհով ազատ տեղաշարժը:

Իմ անմիջական ղեկավարությամբ երեկ ու այսօր փաստահավաք աշխատանքները, ահազանգերի ու իրավիճակի վերլուծությունները ակնհայտ ցույց են տալիս, որ Գորիս-Կապան ճանապարհի 2 հատվածները փակվել են ադրբեջանական բարձրագույն իշխանությունների հրահանգով:

Նրանք են այս հանցավոր արարքների ուղղակի պատասխանատուն, որ ամբողջությամբ խաթարել են մարդկանց անվտանգությունը, խաղաղ կյանքն ու անդորրը, առաջացրել են լարվածություն ողջ հասարակությունում:

Այս արարքները հետևողականորեն հաստատում են իմ ավելի ու ավելի հիմնավոր դարձած պնդումները, որ ադրբեջանական զինծառայողների ինքին ներկայությունը ՀՀ գյուղերի մոտ ու Սյունիքում ճանապարհներին խախտում է կյանքի իրավունքը, ազատ տեղաշարհը, սեփականության իրավունքը, բնականոն կյանքը և այլ կենսական իրավունքներ:

Մեր պետությունը պետք է գործի «ամեն րոպեն» թանկ է սկզբունքով ու թիրախային օգտագործի միջազգային մեխանիզմները:

Իմ աշխատակազմի Երևանի կենտրոնական ու Սյունիքի մարզային ստորաբաժանումները ողջ օրվա ընթացքում կապի մեջ են եղել բնակիչների, տեղական ինքնակառավարման մարմինների հետ: Երեկ ու այսօր ընթացքում ՀՀ ԱԱԾ սահմանապահ զորքերն իրականացրել են ՀՀ քաղաքացիական բնակչության անվտանգության ապահովման անփոխարինելի դեր:
