Այսօր Հայաստանի անկախության հռչակագրի ընդունման օրն է

Այսօր լրանում է Հայաստանի Անկախության հռչակագրի ընդունման 31-ամյակը։ 1990թ. օգոստոսի 23-ին Անկախության հռչակագիրն ընդունեց Հայաստանի առաջին գումարման Գերագույն խորհուրդը՝ հռչակելով անկախ պետականության հաստատման գործընթացի սկիզբը:

Հռչակագրի ընդունումից անմիջապես հետո` օգոստոսի 24-ին, հիմնվելով «Հայաստանի անկախության մասին» հռչակագրի վրա, ՀԽՍՀ Գերագույն խորհուրդը որոշեց Հայկական Խորհրդային Սոցիալիստական Հանրապետությունը վերանվանել Հայաստանի Հանրապետություն, իսկ գործող տասներկուերորդ գումարման Գերագույն խորհուրդը համարել Հայաստանի Հանրապետության առաջին գումարման Գերագույն խորհուրդ:

Հայաստանի Անկախության հռչակագիրն ընթերցել է պատգամավոր Արամ Մանուկյանը։

«Այդ օրն իսկապես Աստվածային էր բոլորիս համար: Ընդդիմություն չկար, իշխանություն չկար: Բոլորը մեկ մարմին էին: Ես չգիտեմ մեր ժողովուրդը էլ երբևէ կապրի՞ նման պահ, թե՛ ոչ»,- տարիներ անց «A1պլյուսին» տված հարցազրույցում վերհիշել է Արամ Մանուկյանը՝ հավելեով, որ այդ պահին շատ հուզված էր և պատասխանատվությունից նույնիսկ ծնկները դողում էին:

Այդ փաստաթղթով Հայաստանի Խորհրդային Սոցիալիստական Հանրապետությունը վերանվանվեց Հայաստանի Հանրապետություն։

Անկախության հռչակագիրը հիմնվում էր Հայկական ԽՍՀ Գերագույն խորհրդի և Լեռնային Ղարաբաղի Ազգային խորհրդի 1989թ. դեկտեմբերի 1-ի «Հայկական ԽՍՀ և Լեռնային Ղարաբաղի վերամիավորման մասին» համատեղ որոշման վրա։
Մոտ մեկ տարի անց՝ 1991թ. սեպտեմբերի 21-ին Հայաստանի Գերագույն խորհուրդը որոշում ընդունեց ԽՍՀՄ կազմից դուրս գալու և անկախ պետականություն հաստատելու մասին հանրաքվե անցկացվեց։ Անկախության քվեին «այո» ասաց Հայաստանի քաղաքացիների 94,99%-ը:

Հայաստանի առաջին Գերագույն խորհուրդը կազմավորվել էր 1990 թվականին և բաղկացած էր մեծամասնական ընտրակարգով ընտրված 260 պատգամավորներից: Այդ ժամանակ Հայաստանը դեռևս խորհրդային հանրապետություն էր:

Նոր խորհրդարանում, որն սկսեց գործել նույն թվականի հուլիսի 20-ից, ներկայացված էր երկու քաղաքական ուժ` Կոմունիստական կուսակցությունը և Հայոց համազգային շարժումը:

Հետագայում այդ խորհրդարանում կազմավորվեցին «Հայոց համազգային շարժում», «Հայաստանի ռամկավար ազատական», «Հայ հեղափոխական դաշնակցություն» և «Հայաստանի կոմունիստական կուսակցություն» խմբակցությունները:

Գերագույն խորհրդում գործում էին նաև «Հանրապետություն», «Արցախ», «Լիբերալ-դեմոկրատներ», «Ազգային առաջադիմություն» պատգամավորական խմբերը:

Անկախության հռչակագիրը հիմնվում էր Հայկական ԽՍՀ Գերագույն խորհրդի և Լեռնային Ղարաբաղի Ազգային խորհրդի 1989թ. դեկտեմբերի 1-ի «Հայկական ԽՍՀ և Լեռնային Ղարաբաղի վերամիավորման մասին» համատեղ որոշման վրա։

Մայրաքաղաքի Մելիք Ադամյան փողոցի վրա գտնվող կառավարության համագումարների շենքի ճակատային մասում, որտեղ այն ժամանակ գործում էր առաջին գումարման խորհրդարանը, տեղադրված է հուշատախտակ, որի վրա փորագրված տեքստում ասվում է. «Այս տանը 1991 թվականի օգոստոսի 23-ին ընդունվել է Հայաստանի Անկախության հռչակագիրը»:
