Մարտունու շրջանի Նոր շեն, Ավդուռ և Մյուրիշեն համայնքները հայտնվել են ադրբեջանական ԶՈւ-ի անմիջական նշանառության տակ, նաև գրեթե ամբողջությամբ ջրազրկված են. ԱՀ ՄԻՊ

Արցախի Հանրապետության ՄԻՊ Գեղամ Ստեփանյանը գրում է․ «Մարտունու շրջանի Բերդաշեն, Աշան, Նոր շեն, Հացի, Ավդուռ և Մյուրիշեն համայնքներ ղեկավարների ու բնակիչների հետ հանդիպումների ընթացքում ծանոթացել եմ բնակչության տարբեր իրավունքների պաշտպանության իրավիճակին, իրավունքների իրացման հնարավորություններին և առկա խնդիրներին:

Ադրբեջանաթուրքական ագրեսիայի հետևանքով Մարտունու շրջանի վերանշյալ համայնքները՝ մասնավորապես Նոր շեն, Հացի, Ավդուռ, Մյուրիշեն բնակավայրերը, հայտվել են ադրբեջանական զինված ուժերի անմիջական նշանառության տակ, և այդ համայնքների հարևանությամբ ադրբեջանական զինված ուժերի ներկայությունը սպառնալիք է համայնքների բնակչության ֆիզիկական և հոգեկան անվտանգության համար՝ մասնավորապես հաշվի առնելով Արդեբեջանի կողմից 44-օրյա պատերազմի ընթացքում քաղաքացիական բնակավայրերը դիտավորյալ թիրախավորելու վարքագիծը: Ուստի՝ անհրաժեշտ է ձեռնարկել գործողություններ՝ խաղաղ բնակչության անվտանգային իրավիճակը բարելավելու՝ մասնավորապես ադրբեջանական զինված ուժերի հենակետերը խաղաղ բնակավայրերի հարևանությունից հեռացնելու ուղղությամբ:

Համայնքների հարևանությամբ ադրբեջանական հենակետերի առկայությունը լուրջ խնդիրներ է հարուցում նաև գյուղացիների զբաղվածության և արժանապատիվ աշխատանքի իրավունքի իրացման համար: Այդ խնդիրներն արտահայտվում են տարբեր ձևերով՝ մի դեպքում գյուղացիներն, անվտանգության նկատառումներից ելնելով, զերծ են մնում իրենց պատկանող հողատարածքների մշակումից, մյուս դեպքում կորուստներ են ունենում անասնապահությամբ զբաղվելու ընթացքում, երբ խոշոր եղջերավոր կենդանիները անցնում են Ադրբեջանի վերահսկողության տակ գտնվող տարածքներ: Նման դեպքեր գրանցվել են գրեթե բոլոր համայնքներում:
