Օգոստոսի 9-ին ՀՀ պաշտպանության նախարար Արշակ Կարապետյանն ընդունել է աշխատանքային այցով Հայաստանի Հանրապետություն ժամանած Հավաքական անվտանգության պայմանագրի կազմակերպության գլխավոր քարտուղար Ստանիսլավ Զասին, տեղեկացնում է ՊՆ մամուլի ծառայությունը։

Ողջունելով հյուրին՝ պաշտպանության նախարարը, մասնավորապես, նշել է. «Մենք Ձեր այցին սպասում էինք դեռ մայիս ամսին: Հայաստանի համար այդ պահին բավական լարված ժամանակահատված էր, բայց, ցավոք սրտի, Ձեր այցը տեղի չունեցավ: Այսօր մեր սահմաններին ձևավորվել է կայուն ծանր իրավիճակ: Մայիս ամսին ադրբեջանական զինված ուժերը, երկու ուղղությամբ, ներխուժեցին հայկական տարածք: Դա մեզ անչափ անհանգստացնում է: Մենք խաղաղության կողմնակից ենք: Մենք, որևէ պարագայում, չենք ուզում իրադրության լարում մեր սահմաններին: Միևնույն ժամանակ, մենք պատրաստ չենք համակերպվել գործողությունների հետ, որոնք կարող են հանգեցնել Հայաստանի պետական սահմանի խախտմանը: Մենք վճռականորեն պաշտպանելու ենք մեր տարածքները: Մենք, իհարկե, ձգտում ենք խաղաղ ճանապարհով լուծել այս խնդիրը՝ ի ցույց դնելով մեր խաղաղասիրությունը: Միևնույն ժամանակ, մեր համբերությունը նույնպես անսպառ չէ, և մեր սահմաններին ստեղծված իրադրության խաղաղ հանգուցալուծման բացակայության պարագայում մենք իրավունք ենք վերապահում խնդիրը լուծել ուժի կիրառմամբ»:

ՀՀ պաշտպանության նախարար Արշակ Կարապետյանն ափսոսանք է հայտնել, որ ՀԱՊԿ-ում առկա որոշումների կայացման և ճգնաժամային իրավիճակներին արձագանքման մեխանիզմները չեն համապատասխանում օպերատիվ իրադրության զարգացման ներկայիս պահանջներին:

ՀՀ պաշտպանության նախարարը Գլխավոր քարտուղարին տեղեկացրել է նաև ՀԱՊԿ-ում ՀՀ նախագահության հայեցակարգային մոտեցումների մասին՝ շեշտելով, որ հայկական կողմի առաջնահերթություններից են լինելու կազմակերպության գործունեության արդյունավետության բարձրացումն ու կատարելագործումը, ինչպես նաև ՀԱՊԿ-ի ռազմական բաղադրիչի հետագա զարգացման խնդիրները:

Ստանիսլավ Զասը շնորհավորել է ՀՀ պաշտպանության նախարարին՝ պետական բարձր պաշտոնն ստանձնելու կապակցությամբ:

Այնուհետև, ՀԱՊԿ գլխավոր քարտուղարը ՀՀ պաշտպանության նախարարին տեղեկացրել է, որ ընթացիկ տարվա սեպտեմբերի 15-ին Դուշանբեում ծրագրվում են ՀԱՊԿ արտաքին գործերի, պաշտպանության նախարարների և անվտանգության խորհրդի քարտուղարների կոմիտեի համատեղ նիստերը, իսկ սեպտեմբերի 16-ին՝ Հավաքական անվտանգության խորհրդի վեհաժողովի անցկացումը, որի ընթացքում ՀԱՊԿ նախագահությունը կփոխանցվի Հայաստանի Հանրապետությանը:
