««Ազնվություն + պրոֆեսիոնալիզմ – կոռուպցիա» Սերժ Սարգսյանի բանաձևն ուղղված էր Արևմուտքին». քաղաքագետ. «Փաստ»

«Փաստ» օրաթերթը գրում է.

«Ազնվություն գումարած պրոֆեսիոնալիզմ հանած կոռուպցիա». բանաձևի հիմնական հասցեատերը միջազգային կառույցներն են, որոնց Սերժ Սարգսյանը փորձում է հավաստիացնել, թե ոչինչ, որ այսպես ձևավորվեց խորհրդարանը, այնուամենայնիվ, Հայաստանի իշխանությունն անհանդուրժող է լինելու կոռուպցիայի նկատմամբ:

Այս մասին «Փաստի» հետ զրույցում ասաց քաղաքագետ Ստյոպա Սաֆարյանը՝ հավելելով, որ 6–րդ գումարման խորհրդարանի առաջին նիստում Սերժ Սարգսյանի ուղերձն ուներ մի քանի հասցեատեր: «Էնպես չի, որ միայն խորհրդարանի կամ քաղաքական դաշտի համար էր: Այդտեղ արվում էին հայտարարություններ, որոնց հասցեատերը միջազգային հանրությունն էր, քանի որ Սերժ Սարգսյանը գիտի, որ միջազգային դիտորդական առաքելությունները բացահայտ խոսել են խորհրդարանական ընտրությունների արդյունքների վրա ընտրակաշառքի ազդեցության մասին: Թերևս դա է պատճառը, որ նա իր ելույթում փորձում էր հավաստիացումներ տալ, թե կոռուպցիայի հանդեպ զրո հանդուրժողականություն է լինելու: Իշխանությունը թերևս հասկանում է, որ Արևմուտքում ընտրակաշառքը համարում են քաղաքական կոռուպցիայի դրսևորում»,– ասաց քաղաքագետը՝ շարունակելով. «Չեմ կարծում, որ 10 հազարների հրավառություն տեսած հասարակությունը հավատալու է, որ Սերժ Սարգսյանը տեղյակ չի եղել այդ ընտրակաշառքներից և որ կատաղի պայքարելու է դրա դեմ»:

Նշենք, որ 6–րդ գումարման խորհրդարանում Սերժ Սարգսյանը մեր ներքին թշնամի համարեց «անարդարությունը», իսկ կոռուպցիայի առթիվ ասաց. «Ազնվություն գումարած պրոֆեսիոնալիզմ հանած կոռուպցիա». սա է ցանկալի հաջողության բանաձևը: Այստեղ է, որ մենք պետք է հենվենք գործի գիտակների վրա: Կոռուպցիան դիլետանտների համար է գրավիչ, պրոֆեսիոնալների համար այն տհաճ է, վանող և պարզապես անշահավետ: Նորընտիր Ազգային ժողովին բաժին է հասել նաև շատ յուրահատուկ մի առաքելություն: Դուք եք ապահովելու պետական կառավարման համակարգի ձևափոխումը»:

Քաղաքագետ Ստյոպա Սաֆարյանի խոսքերով, այս խորհրդարանը ևս «գրպանային է» իշխանության համար: Նա համաձայն չէ նախագահի հնչեցրած այն գնահատականին, թե ապրիլի 2–ի խորհրդարանական ընտրությունները ցույց տվեցին, որ երկրի կառավարման համակարգը փոխելու միջոցով վերացրել են հետընտրական ճգնաժամերը, և որ խորհրդարանական կառավարման ձև հաստատելով, չեզոքացրել են քաղաքական մենիշխանության սպառնալիքը:

«Հայաստանում քաղաքական իշխանությունը շարունակում է մնալ մոնոպոլացված, և այս կտրվածքով առանձնապես ոչինչ չի փոխվել, որովհետև նաև այժմ, ինչպես նկատեցինք, բոլոր վերջին ընտրություններում Հանրապետական կուսակցությունը ուղղակի բացարձակ մեծամասնություն է ձեռք բերել, և սա ակնհայտորեն կուսակցական մենիշխանություն է»,– հայտարարեց քաղաքագետը:
