2021–ի 1-ին կիսամյակում ևս շարունակվել է սոցիալ-տնտեսական ճգնաժամը, ձևավորվում է արտագաղթի նոր ալիք․ Թադևոս Ավետիսյան

ԱԺ «Հայաստան» խմբակցության պատգամավոր Թադևոս Ավետիսյանը վերլուծել է 2021 թվականի հունվար-հունիսի վիճակագրական տվյալները, ըստ որոնց՝ 2021–ի 1-ին կիսամյակում ևս շարունակվել է սոցիալ-տնտեսական ճգնաժամը։ Վերլուծությունը ներկայացնում ենք ստորև։

2021 թվականի հունվար-հունիսին 2020 թվականի նույն ժամանակահատվածի համեմատ․

- անապահովության նպաստների, կենսաթոշակների, նվազագույն աշխատավարձի, պետական ծառայողների բազային աշխատավարձի չափերը չեն բարձրացել, իսկ միջին աշխատավարձն աճել է ընդամենը 5,4 տոկոսով,

- սննդամթերքի միջին գներն աճել են 7,9 տոկոսով, այդ թվում՝ հացի գինն աճել է 8,3 տոկոսով, կաթնամթերքինը՝ 12,1 տոկոսով, շաքարավազինը՝ 41,7 տոկոսով, այլ սննդային յուղերինը՝ 57,8 տոկոսով, ձվի գինը՝ 48,8 տոկոսով, բանջարեղենինը՝ 9 տոկոսով և այլն,

Բացասական այս միտումը շարունակվում է։ Գնաճի նշված ցուցանիշներն առաջանցիկ ավելացել են նաև 2021 թվականի հուլիսին` չնայած նրան, որ ԱՄՆ դոլարի նկատմամբ հայկական դրամն արժևվորվել է 4,3 տոկոսով և միջին հաշվարկային փոխարժեքը գրեթե հավասարվել է 2020 թվականի հուլիսի համանուն փոխարժեքին։

Այսինքն՝ քաղաքացիների իրական եկամուտները շարունակաբար կրճատվում են, իսկ աղքատությունը, այդ թվում՝ աշխատողների շրջանում, ինչպես նաև ծայրահեղ աղքատությունը շարունակաբար աճում են։

Նախորդ տարվա նույն ժամանակահատվածի համեմատ այս տարվա առաջին վեց ամիսներին տնտեսական ակտիվության ցուցանիշն ավելացել է 5 տոկոսով` 0,7 տոկոսային կետով պակաս չափով, քան գնաճի միջին ցուցանիշը (սպառողական գների ինդեքսը կազմել է 5,7 տոկոս)։

Այսինքն՝ նույնիսկ նախորդ տարվա համեմատ, երբ ապրիլից տնտեսությունը գտնվում էր համատարած սահմանափակումների մեջ, այս տարվա առաջին կիսամյակի տվյալներով տնտեսության իրական ծավալները վերականգնված չեն։ 

2020 թվականի սկզբի համեմատ՝ անցնող վեց ամիսներին երկնիշ աճել է ՀՀ արտաքին պարտքը՝ 10,3 տոկոսով կամ շուրջ 625 միլիոն ԱՄՆ դոլորով։

Այսինքն՝ արտաքին պետական պարտքի բեռի շարունակական ավելացմամբ սահմանափակվում է նաև մեր երկրի զարգացման ապագա հնարավորությունը։

2021 թվականի հունվարի համեմատ՝ 2020 թվականի հունիսին գրանցված աշխատողների թվաքանակն ավելացել է 45 356-ով։ Այդ ամիսներին պետական կառավարման համապատասխան մարմնի կողմից հրապարակված՝ չկրկնվող թափուր աշխատատեղերի ընդհանուր թիվը կազմել է 3913։

Փաստորեն՝ նոր գրանցված աշխատողների մեջ առավելագույնը 8,6 տոկոսն է իրականում գտել աշխատանք, իսկ մնացած մասը եղել են առանց աշխատանքային պայմանագրերի աշխատողներ։ Գրանցված աշխատողների թվաքանակի ավելացումները բնակչության զբաղվածության աճի տեսանկյունից չեն ունենում համարժեք ազդեցություն։ Սա հիմնականում ստվերային զբաղվածության բացահայտման արդյունք է:
