Պահանջում ենք անհապաղ վերականգնել Panorama.am–ի ֆոտոթղթակցի՝ ԱԺ մտնելու իրավունքը, դատապարտում ենք լրագրողների դեմ կիրառվող անհիմն սահմանափակումները և պահանջում չեղարկել դրանք․ հայտարարություն

Լրագրողական մի շարք կազմակերպություններ «Panorama.am» լրատվական կայքի ֆոտոթղթակից Լիլիան Գալստյանի մուտքն Ազգային ժողով արգելվելու վերաբերյալ հանդես են եկել հայտարարությամբ, որում ասվում է․ 

2021թ․օգոստոսի 5-ի առավոտյան «Panorama.am» լրատվական կայքի ֆոտոթղթակից Լիլիան Գալստյանի մուտքն Ազգային ժողով արգելվել է: Ավելի ուշ հայտնի է դարձել, որ նա առհասարակ զրկվել է խորհրդարանի աշխատանքները լուսաբանելու հնարավորությունից։ ԱԺ աշխատակազմի ղեկավարի տեղակալ Աննա Գրիգորյանը խմբագրություն ուղարկած նամակում տեղեկացրել է, որ լուսանկարիչն իր մասնագիտական գործունեությունն իրականացնելիս խախտել է «ՀՀ Ազգային ժողովի նստավայրի տարածքում և շենքում գործող կանոնները հաստատելու մասին» ԱԺ նախագահի որոշման հավելված 1-ի 2.8 կետը, ըստ որի՝ արգելվում է պահպանվող օբյեկտի տարածքում, այդ թվում՝ հսկիչ անցագրային կետերում, պահպանության ծառայության աշխատակիցներին իրենց մասնագիտական գործունեությունն իրականացնելիս ձայնագրելը, տեսանկարահանելը, լուսանկարելը»։

Խմբագրությունն իր հերթին նշում է, որ լուսանկարներից մի քանիսն իսկապես արված են ԱԺ միջանցքներում ու նիստերի դահլիճում, սակայն պահպանության ծառայության աշխատակիցները, որոնք, ըստ ԱԺ ղեկավարության, դեմքը թաքցնելու խնդիր ունեն, փաստացի, բաց դեմքով նայում են դահլիճ, որտեղից իրականացվում է ուղիղ հեռարձակում։

Մենք՝ ներքոստորագրյալ լրագրողական կազմակերպություններս, խստորեն դատապարտում ենք խորհրդարանի ղեկավարության կողմից այս շաբաթվա սկզբից լրագրողների դեմ կիրառվող կամայականություններն ու անհիմն սահմանափակումները և վերահաստատում ենք օգոստոսի 3-ի հայտարարությամբ արտահայտած մեր խոր մտահոգությունները։ Վերջին շրջանում խոսքի ազատությունն ու ԶԼՄ-ների գործունեությունը խոչընդոտող որոշումների և օրենսդրական նախաձեռնությունների տարափն ակնհայտորեն խաթարում է իշխանության և լրատվամիջոցների միջև քաղաքակիրթ հարաբերություններ հաստատելու հնարավորությունները։ Եվ քանի դեռ այդ հետադիմական նախաձեռնությունները չեն չեղարկվել, մենք դրանք համարելու ենք ոտնձգություն մեր գործընկերների իրավունքների նկատմամբ։ 

Ելնելով վերոգրյալից՝ Ազգային ժողովի ղեկավարությունից պահանջում ենք․ 

- անհապաղ վերականգնել «Panorama.am» լրատվական կայքի ֆոտոթղթակից Լիլիան Գալստյանի իրավունքը՝ մտնելու խորհրդարան և լուսաբանելու ԱԺ աշխատանքները, 

 - չեղարկել կամ հետ կանչել վերջին օրերին ընդունված կամ շրջանառության մեջ դրված՝ լրագրողների գործունեությունը սահմանափակող որոշումներն ու նախագծերը և ձեռնպահ մնալ նմանատիպ նոր նախաձեռնություններից,
