Փոփոխվել է ուսուցիչների վերապատրաստման պայմանագրի ձևաչափը. ԿԳՄՍՆ

ՀՀ կառավարության նիստում այսօր հավանության է արժանացել «Հանրակրթական հիմնական ծրագրեր իրականացնող ուսումնական հաստատության՝ հերթական ատեստավորման ենթակա ուսուցչի վերապատրաստման կարգում»  փոփոխություն և լրացում կատարելու մասին որոշման նախագիծը։ Այս մասին հայտնում է ՀՀ ԿԳՄՍՆ-ն:

Ըստ այդմ՝ նախկինում ուսուցչի, ուսումնական հաստատության և վերապատրաստող կազմակերպության միջև կնքվող եռակողմ պայմանագիրը փոխարինվել է երկկողմ պայմանագրի ձևաչափով՝ այն թողնելով ուսումնական հաստատության և վերապատրաստող կազմակերպության միջև: Այս փոփոխությունը բխում է գործընթացի ֆինանսավորման մեխանիզմի ձևաչափից, ինչպես նաև պայմանագրի կնքման ընթացքն ավելի դյուրին դարձնելու և փաստաթղթային լրացուցիչ աշխատանքից ուսումնական հաստատություններին ազատելու նկատառումներից:

Եռակողմ պայմանագիր կնքելու դեպքում ուսումնական հաստատության ուսուցիչների՝ օրենքով սահմանված 20 տոկոսի վերապատրաստման ընթացակարգը կազմակերպելիս հաստատությունը վերապատրաստող կազմակերպության հետ ուսուցիչների թվով պայմանագրեր է  կնքում, որն ավելորդ և ժամանակատար աշխատանք է: Բացի դրանից՝ ուսուցչին  եռակողմ պայմանագրում ներառելը որևէ նպատակ չի հետապնդում, ուստի  պայմանագրից  ուսուցչին դուրս թողնելը որևէ հետևանք չի կարող ունենալ: 

Ավելին՝ ատեստավորման համար նախատեսված ֆինանսավորումը տրվելու է մարզպետարաններին, որոնք էլ իրականացնելու են բաշխումն ուսումնական հաստատություններին, և ուսուցիչը որևէ առնչություն չի ունենալու այդ հարաբերությունների կարգավորման գործընթացի հետ, հետևաբար եռակողմ պայմանագրի կնքումը դառնում է ինքնանպատակ:

Այսպիսով՝ որոշման ընդունման արդյունքում վերապատրաստող կազմակերպության և  ուսումնական հաստատության միջև երկկողմ պայմանագիր կնքելը և այդ գործընթացում երրորդ կողմին՝ ուսուցչին, չներառելը հնարավորություն կընձեռի վերապատրաստման նախապատրաստական աշխատանքներն ավելի արագ, արդյունավետ և դյուրին իրականացնել, քանի որ ուսումնական հաստատության ուսուցիչները կարող են ընտրել տարբեր կազմակերպություններ, որոնց հետ առանձին պետք է կնքվեն պայմանագրեր: Արդյունքում՝ ուսուցչին որպես կնքվող պայմանագրի կողմ չներառելը նրան կազատի լրացուցիչ աշխատանքից, ինչպես նաև հնարավոր կլինի առանց ավելորդ գործողությունների կիրառել ֆինանսավորման մեխանիզմը՝ մարզպետարանների միջոցով այն տրամադրելով ուսումնական հաստատություններին:
