Շաբոյանը բիզնեսների «դրես կոդի» հիմնադիր. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Օրերս Արցախի նախագահի կողմից երկրի բարձրագույն՝ Արցախի պետական պարգևի արժանացած Տնտեսական մրցակցության պաշտպանության պետական հանձնաժողովի նախագահ Արտակ Շաբոյանի ղեկավարած կառույցը որոշել է դեղագործության ոլորտում գործունեություն իրականացնող տնտեսվարողների համար բարեխիղճ վարքագծի կանոնագիրք մշակել:

Վարքագծի կանոնագիրգ մշակելու պատճառը դեղարտադրության ոլորտի օրենսդրական բացերն են եղել: Բայց նման բացերը փակելու փոխարեն Շաբոյանը որոշել է ոչ ավել, ոչ պակաս, վարքագծի կանոնագիրք, ասել է թե՝ դեղարտադրողների համար բարոյական նորմերի «աստվածաշունչ» հեղինակել:

Ուշագրավն այն է, որ այդ կանոնագիրքը «նպատակ» ունի ոչ ավել, ոչ պակաս իրավաբանական սուբյեկտների հարաբերությունները նույնպես կարգավորել: Բացի այդ, իր վրա է վերցնելու նաև ընկերությունների մրցակցային վարքագծի արդար, բարեխիղճ և հավասար պայմանների ստեղծումը:

Ստացվում է, որ Շաբոյանին թվում է, թե կարող է տնտեսական մրցակցությունը կարգավորողի բարձրագույն տիտղոսին արժանանալու համար ձեռքի հետ էլ որոշել, թե օրինակ, որ ընկերություններն ինչպես «նստեն», ինչպես «կանգնեն», ինչ «դրես–կոդով» հանդես գան, որպեսզի ընկերությունների միջև հանկարծ վարքագծի անբարեխիղճ դրսևորումներ չլինեն:

Եվ հետաքրքիրն այն է, որ դեղ արտադրող ընկերությունները Շաբոյանի զայրույթը չշարժելու համար հլուհնազանդ կեցվածք են ընդունել, որպեսզի հետագայում ավելորդ խնդիրներ չունենան: Եվ հետաքրքիր է, որ նրանցից ոչ մեկի մտքով անգամ չի անցել հարց տալ ՏՄՊՊՀ–ին, թե իրենք ինչ իրավունքով են միջամտում բիզնեսի գործերին:

Եվ եթե շարժվենք Շաբոյանի տրամաբանությամբ, ապա կարող ենք ենթադրել, որ վաղը, մյուս օրը նույն ՏՄՊՊՀ–ն կարող է իրեն թույլ տալ նաև լոբի ու վարունգ աճեցնողների համար էլ վարքագծի կանոնագիրք գրել ու նրանց պարտադրել, թե օրինակ՝ վարունգ ցանելուց ինչ դիրքով պետք է կանգնել, կամ լոբի հավաքելու ժամանակ արևը հորիզոնը հատած պետք է լինի, թե՝ ոչ:

Պարզ է չէ՞, որ այն ինչ ուզում է անել Շաբոյանի ղեկավարած կառույցը ոչ միայն զավեշտալի է, այլև զարհուրելի: Քանի որ ստացվում է, որ կառույցում այնքան են պարապ մնացել, որ իրենք իրենց զբաղեցնելու համար որոշել են հիմա էլ տարբեր ոլորտների բիզնեսների վարքագծով զբաղվել:
