Դատարանը բավարարեց Սիսիանի քաղաքապետ Արթուր Սարգսյանին կալանավորելու միջնորդությունը

ՀՀ քննչական կոմիտեի հատկապես կարևոր գործերի քննության գլխավոր վարչությունում ՝ Սիսիանի համայնքապետարանում հայտնաբերված չարաշահումների դեպքի առթիվ քննվող քրեական գործով Սիսիան համայնքի ղեկավար Արթուր Սարգսյանն այսօր՝ 2021թ. հուլիսի 17-ին, կալանավորվեց՝ պաշտոնեական կեղծիք կատարելու և պաշտոնեական լիազորությունները չարաշահելու մեղադրանքով, տեղեկացնում է Քննչական կոմիտեն:

Ավելի վաղ տեղեկացրել էինք, որ Արթուր Սարգսյանը, 2016թ. հոկտեմբերի 7-ից զբաղեցնելով Սիսիան համայնքի ղեկավարի պաշտոնը, շահադիտական և անձնական այլ շահագրգռվածությունից ելնելով, իր պաշտոնեական դիրքն օգտագործել է ծառայության շահերին հակառակ:

Նրա նախաձեռնությամբ, 2016թ. դեկտեմբերին, Սիսիանի համայնքապետարանի միջոցներից շուրջ 10.000.000 ՀՀ դրամի չափով համայնքի կարիքների համար գնում կատարելու նպատակով, կազմակերպվել է Սիսիանի «էմմա Ասյանի անվան մանկական երաժշտական դպրոց» համայնքային ոչ առևտրային կազմակերպության շենքում ջեռուցման համակարգի տեղադրման աշխատանքների իրականացումը:

Այդ նպատակով, Ա.Սարգսյանի որոշմամբ, ստեղծվել է մրցույթի գնահատող հանձնաժողով, որի որոշմամբ մրցույթի հաղթող է ճանաչվել Սարգսյանների ընտանիքի մերձավորին պատկանող ՍՊԸ-ն՝ առաջարկելով 10.230.000 ՀՀ դրամ, մինչդեռ մրցույթի մասնակցության հայտ է ներկայացրել նաև մեկ այլ ՍՊ ընկերություն՝ առաջարկելով ավելի ցածր գին՝ 6.598.950 ՀՀ դրամ:

Այնուհետև համայնքապետարանի իրավասու պաշտոնատար անձի կողմից, խմբային շահերից ելնելով, կազմվել է պաշտոնեական փաստաթուղթ հանդիսացող, կապալի աշխատանքների կատարման ժամանակահատվածի վերաբերյալ կեղծ հանձնման-ընդունման արձանագրություն՝ պայմանագրի արդյունքը պատվիրատուին հանձնելու փաստը ֆիքսելու վերաբերյալ ակտ, որից հետո համայնքի ղեկավար Արթուր Սարգսյանն անձնական և շահադիտական այլ դրդումներով, կազմել և իր ստորագրությամբ ու կնիքով վավերացրել է իրականությանը չհամապատասխանող և բովանդակային կեղծ տեղեկություն պարունակող պաշտոնական փաստաթուղթ՝ Սիսիան համայնքի «է.Ասյանի անվան մանկական երաժշտական դպրոց» ՀՈԱԿ-ի կարիքների համար ջեռուցման համակարգի տեղակայման աշխատանքների կատարողական ակտ:

Արդյունքոմ՝ համայնքի ղեկավարի և մրցութային հանձնաժողովի անդամների կողմից իրենց պաշտոնեական դիրքը չարաշահելու հետևանքով համայնքի իրավունքներին և օրինական շահերին անզգուշությամբ պատճառվել է 3.631.050 ՀՀ դրամի գույքային վնաս:
