Քաղաքական փոքրամասնության կշիռը ԱԺ-ում՝ մանդատների ներկայացվածության տեսանկյունից պետք է լինի այնքան, որ իշխանական խմբակցությունը չունենա 3/5-րդ։ Այս մասին ՍԴ նիստին ասաց «Հայաստան» դաշինքի ներկայացուցիչ Արամ Վարդևանյանը, ի պատասխան որպես երրորդ անձ ներգրավված ՔՊ ներկայացուցիչ, արդարադատության նախարարի պաշտոնակատար Ռուստամ Բադասյանի հարցին։

Համաձայն ՍԴ սահմանած հերթականության՝ ներկայացված դիմումների հիմնավորումները և բացատրությունն առաջինը ներկայացրեց «Հայաստան» դաշինքի ներկայացուցիչ Արամ Վարդևանյանը։ Որպես երրորդ անձ ներգրավված «Քաղաքացիական պայմանագիր» կուսակցության ներկայացուցիչ Ռուստամ Բադասյանը հարցեր ուղղեց Վարդևանյանին՝ հետաքրքրվելով, թե արդյո՞ք ՍԴ-ն կաշկանդված է Սահմանադրության 6-րդ հոդվածով։ Վարդևանյանն ի պատասխան կրկնեց հարցն ու այնուհետև հեգնեց՝ այո։ Այնուհետև Բադասյանը հետաքրքրվեց, թե Սահմանադրության 6-րդ հոդվածի կանոնակարգումը հաշվի առնելով, որ իրավական նորմով որևէ պետական մարմին կամ պաշտոնատար անձ պետք է հրապարակեր զինծառայողների կողմից ստորագրված ընտրողների ցուցակը։ 

«Հենց Սահմանադրության 6-րդ հոդվածի լույսի ներքո՝ ՍԴ-ն ինչպե՞ս է լինում, որ նորմերը ճանաչում է Սահմանադրությանը հակասող և անվավեր։ Եթե ՍԴ-ն Ձեր մեկնաբանմամբ 6-րդ հոդվածով կաշկանդված լիներ, մենք երբևէ չէինք ունենա Սահմանադրությանը հակասող և անվավեր ճանաչվող նորմեր։ Տվյալ դեպքում՝ պատասխանը շատ հստակ է։ Մեր կողմից բարձրաձայնվում է իրավիճակն այն լույսի ներքո, թե ինչ-որ մեկը պետք է հրապարակեր, թե ոչ, այլ՝ առհասարակ դրա չհրապարակումը Սահմանադրության 7-րդ հոդվածի խախտում է»,-նշեց Արամ Վարդևանյանը՝ դիմելով Ռուստամ Բադասյանին, ինչին ի պատասխան Բադասյանը նշեց, թե այդ պահին իրենք են հարց տալիս և որ ինքը որևէ մեկնաբանություն չի կատարել։

Ինչ վերաբերում է Փաշինյանի կողմից ընտրությունների օրվա մասին հայտարարելու վերաբերյալ Բադասյանի հարցին, Վարդևանյանը նշեց, որ խնդիրն այն է, որ վարչապետը հայտարարում է ընտրությունների օր, որովհետև վարչապետը նման լիազորություն չունի, այդ լիազորությունը նախագահինն է։ Բացի դա՝ եթե մեկ ուժ կարող է որոշել ընտրությունների օր, կարող է որոշել նաև, որ ընտրությունները չեն լինելու կամ օրը կարող է տեղափոխվել։
