Երկու ամիս առաջ արդեն պարզ էր, որ տարին աննախադեպ երաշտային է լինելու, բայց որևէ քայլ չձեռնարկվեց. եթե հրատապ քայլեր չարվեն, մեզ աղետ է սպասվում. Գառնիկ Պետրոսյան (տեսանյութ)

Գյուղացու պահանջը միանգամայն արդարացի է, գյուղացին որևէ մեղք չունի, որ նման իրավիճակում է հայտնվել. մայիսից արդեն պարզ էր, որ տարին երաշտային է լինելու, ամբողջ հանրապետությունում տեղումներ չկային, ասվում էր, որ ապրիլի վերջից սկսած՝ աննախադեպ բարձր ջերմաստիճանային ռեժիմ է, նման բան տասնամյակներով չի եղել: «Արմնյուզ» ՀԸ «#ՕրաԽնդիր» հաղորդման ժամանակ նման կարծիք է հայտնել ՀՀ գյուղատնտեսության նախկին փոխնախարար Գառնիկ Պետրոսյանը:

«Ահազանգը հնչեցվում էր ամիսներ առաջ, այդ ուղղությամբ պետք է քայլեր ձեռնարկվեին, մինչդեռ միջգերատեսչական հանձնաժողովն ստեղծվեց ընդամենը մի քանի օր առաջ։ Արդեն ուշ է, նման հանձնաժողովներ պետք էր ստեղծել ամեն մարզում՝ ուսումնասիրելու իրավիճակը։ Եթե գործնական քայլեր չիրականացվեն, աղետալի հետևանքներ են լինելու»,- ասել է նախկին փոխնախարարը:

Ըստ Պետրոսյանի՝ Կառնուտի ջրամբարն աղետալի վիճակում է, Արփի լճից այնտեղ ջուր է բաց թողնվում, մինչդեռ ջրօգտագործողները ժամանակին ահազանգել են դրա թերլցման մասին. «Վաղ գարնանային ժամանակահատվածում ամբողջ ջուրն օգտագործվել է ՀԷԿ-երի կողմից և թափվել Ախուրյանի ջրամբար։ Կառավարման համակարգի ոչ կոմպետենտության արդյունքում անհասկանալի կանխատեսումներ են անում։ Նույն իրավիճակն ստեղծվեց Երևանյան լճում, ապրիլի վերջին այն օրերի ընթացքում գրեթե դատարկվեց, երևի կարծում էին՝ լուրջ հեղեղումներ կլինեն, սա ոչ պրոֆեսիոնալ կառավարման հետևանք է»:

Գյուղատնտեսի կարծիքով՝ Ախուրյանի ջրամբարում վերջին տասնամյակում ամենաքիչ ջուրն է հավաքվել, Թուրքիան էլ տևական ժամանակ է՝ այդ հատվածում նոր ջրամբարներ է կառուցում. «Այն ջրերը, որոնք Կարսի մարզից պիտի թափվեին Ախուրյանի ջրամբար կամ Արաքս, թուրքերը վերցնում են իրենց։ Նրանք արդյունավետորեն օգտագործում են իրենց հողատարածքները։ Ինչ վերաբերում է հնարավոր հետևանքներին, հացամթերքի դեֆիցիտ չի առաջանա, շուկան ճկուն արձագանքում է այս ամենին, ներմուծումը կավելանա, գներն էլ կաճեն, բայց խնդիրն այն է, որ մեր գյուղաբնակ ազգաբնակչության խնդիրները շատ սուր են, հետևանքները ծանր են լինելու»:

Գառնիկ Պետրոսյանի պնդմամբ՝ Սիսիանի տարածաշրջանը, որը հացահատիկի շտեմարան է, այսօր գարնանացան հացահատիկային մշակաբույսերի առումով աղետալի վիճակում է. «Շիրակի, Գեղարքունիքի, Կոտայքի մարզերում գարնանացանի վիճակը շատ վատ է, համեմատաբար բարվոք է Լոռու մարզի վիճակը։ Անասնակերի աննկարագրելի պակաս է լինելու, հացահատիկը ներկրումով կկարգավորվի, իսկ անասնակերի՝ խոտի, ծղոտի խնդիրը շատ սուր է դրված։ Հիմա խոտի մեկ հակը, որը նախկինում այրում էին, առնվազն 500 դրամ է, երբեմն հասնում է 2000 դրամի»:
