Հետխորհրդային երիտասարդ ժողովրդավարությունների փորձը ցույց է տալիս, որ այդ երկրներում պարբերաբար տեղի են ունենում Սահմանադրության փոփոխություններ, հիմնավորումը կառավարման լավագույն ձևի փնտրտուքն է, բայց իրական մոտիվացիան իշխող քաղաքական ուժի ցանկությունն է՝ Մայր օրենքը համապատասխանեցնել իր ցանկություններին. խորհրդարանական կառավարման ձևն ամենաժողովրդավարականն է, բայց աքիլեսյան գարշապար ունի՝ մշտապես կա կայունության խնդիր: «Արմնյուզ» ՀԸ «#ՕրաԽնդիր» հաղորդման ժամանակ նման կարծիք է հայտնել ՀՀ արդարադատության նախկին նախարար, իրավագիտության դոկտոր, պրոֆեսոր Վահե Ստեփանյանը:

«Եթե խորհրդարանն անկայուն է, անկայուն է նաև կառավարությունը, քաղաքական համակարգն ու պետությունը։ Խորհրդարանական կառավարման համակարգն արդարացված է, եթե կան ձևավորված հզոր կուսակցություններ։ Մեզ մոտ մշտապես արհեստականորեն ուժեղ է իշխանության կուսակցությունը։ Մեր Սահմանադրության հեղինակները կայունություն հասկացությունը մեկնաբանել են իբրև քանակ, մինչդեռ դա որակ է»,- ասել է իրավաբանը:   

Ըստ Ստեփանյանի՝ Սահմանադրության տառը և ոգին չի կարելի հակադրել, դա մեկ միասնություն է. «Մեզ մոտ Սահմանադրությունը դարձել է ֆուտբոլ՝ բոլորն իրենց մասնագետ են համարում, կարծում են՝ կարող են մեկնաբանել այն։ Երբ լսում ես՝ արտաքուստ ծիծաղելի է, ներքուստ՝ ողբերգական։ Պոպուլիզմով միշտ կարելի է զբաղվել, խնդիրն այն է՝ որքան են քեզ հավատացողները։ Ինչպես ասում էր Չերչիլը՝ ժողովրդավարությունը կառավարման լավագույն ձևը չէ, ուղղակի մարդկությունն ավելի լավ ձև չի գտել։ Չի կարելի ժողովրդին համոզել, թե ինքը խելոք է, երբեք չի սխալվում, պատմությունը ցույց է տվել, որ ժողովուրդը հաճախ է սեփական շահերի դեմ գնում»:

Նախկին նախարարի կարծիքով՝ շահերն օբյեկտիվ են, դրանց ընկալումները՝ սուբյեկտիվ, ավելին՝ երբեմն ազգային և պետական շահերը կարող են հակադրվել իրար. «Մեզ մոտ զարգացած է անձնական, ընտանեկան, խմբային, մասնավոր շահը, պետական շահն ընկալվում է մասնավոր շահի համատեքստում։ Պետական իշխանությանն առանձնապես ջանքեր պետք չեն ընտրություն կեղծելու համար, պայման է դրվում՝ ձայն բերեք, կդառնաք պատգամավոր, գործարար, և այլն։ Կան մեխանիզմներ, որոնք գործադրվեցին»:
