1920-ականներին Խորհրդային Հայաստանը տարածքներ է կորցրել. հաշվի չի առնվել, որ ցանկացած սահմանային վեճի հիմքում պետք է լինի այն, թե ինչ աստիճան է ապահովվում սահմանային բնակչության բնականոն կյանքը. ՄԻՊ

Սահմանային վեճերում նաեւ գյուղերի բնակիչների իրավունքները, բնականոն կյանքի պահանջները անտեսելու պատճառով տարածքային կորուստների եւս մեկ օրինակ է կապված Շինիխ-Այրումի շրջանի և Դիլիջանի գավառի հետ, ֆեյսբուքյան իր էջում գրել է ՀՀ ՄԻՊ Արման Թաթոյանը:

«Մասնավորապես, Խորհրդային Հայաստանի ոչ հետևողականության արդյունքում Շինիխ-Այրումի շրջանի վիճելի համարվող ամբողջ տարածքը (11.659 դեսյատին) 1927թ. հունվարի 11-ին ճանաչվեց ադրբեջանական Ղազախի գավառի մաս, իսկ անտառի վիճելի տարածքը (4.000 դեսյատին)` ՀԽՍՀ Դիլիջանի մաս: Ընդ որում, Անդրկենտգործկոմի կազմում գտնվող գավառների հողային վեճերը որոշող հանձնաժողովի 1923 թ. ապրիլի 28-ին որոշմամբ Շինիխ-Այրումի շրջանում գտնվող 5.000 դեսյատին հողատարածքը Դիլիջանի գավառից հանձնվեց Ղազախի գավառին: Բայց հետագայում ադրբեջանական ներկայացուցիչները, ահաբեկելով անտառապետին, խախտել էին 1923 թ. որոշումը և գրավել շուրջ 7.000 դեսյատին տարածք՝ ամբողջը հասցնելով 11.800 դեսյատինի:

Հայաստանի ու հատկապես գյուղերի բնակչության համար այս անհաջող լուծման արդյունքում ՀԽՍՀ մաս կազմող Բաշքենդ (հետագայում հայկական անվանումը՝ Արծվաշեն) գյուղը հայտնվում էր Ղազախի գավառում. որոշվեց առանձնացնել մի հողաշերտ` ամառային արոտավայր, որը տարածքային առումով գյուղը կկապեր Դիլիջանի հետ: Սա ամեն դեպքում կարևոր էր հենց Բաշքենդի հայկական բնակչության իրավունքների տեսանկյունից:

Վերջնական արդյունքում ՝ Անդրկովկասյան կենտրոնական գործկոմի նախագահության 1929 թ. փետրվարի 18-ի նիստում որոշվեց հաստատել 1927 թ. հունվարի 11-ի համաձայնությունը և Բաշքենդը կապել ՀԽՍՀ-ի հետ նեղ հողաշերտով:

Ի կատարումն այդ որոշման՝ 1929 թ. ընթացքում Շինիխ-Այրումի անտառային շրջաններում տեղադրվեց սահմանային 45 տեղանշան 40 կմ երկարության վրա:

Պատրաստվել էր նախագիծ` Բաշքենդ գյուղը հարակից տարածքներով ՀԽՍՀ-ին միացնելու համար: Հետազոտվել էր գյուղի և Շինիխ-Այրումի հողօգտագործման դրությունը, տեղում ոումնասիրվել և պլանի մեջ էր ներառվել վիճելի 4.844 հեկտար տարածք:

Կենտգործկոմի որոշմամբ նախատեսվում էր նաև Շինիխ-Այրումի շրջանի հողերից օգտագործման համար մի մաս հատկացնել Բաշքենդ գյուղի բնակիչներին: Սակայն Անդրկենտգործկոմի նախագահության 1929 թ. հուլիսի 20-ի նիստի որոշմամբ, պատճառաբանելով հողերի սակավությունը, մերժվեց յուրաքանչյուր շնչին գոնե 0,75 հեկտար տարածք տրամադրելու առաջարկը: Այդ տարածքները մնացին հետագայում Ադրբեջանի կազմում (առանձին է Արծվաշենի ու գյուղի բնակչության իրավունքների ոտնահարումների պատմությունը):

Ընդ որում, ադրբեջանական իշխանությունները բնակչության իրենց հատվածին հրահրում էին մտացածին բողոքներ գրել ՀԽՍՀ դեմ ու դրանով ավելի էին հրահրում խնդիրներ: Սովորաբար սեպաձև խրվելով Հայաստանի տարածքում, ադրբեջանաբնակ գյուղերը, սովորության համաձայն, հետագայում հայկական գյուղերի հաշվին ընդլայնվելու փորձեր էին սկսում:
