ՀՀ ԱԳՆ-ն հրապարակման ենթակա չի համարում Ադրբեջանի զինուժի՝ ՀՀ տարածք ներխուժելու հետ կապված ՄԱԿ-ի ԱԽ–ի հետ աշխատանքի մանրամասները

Հայաստանը մշտապես իրազեկել է ՄԱԿ-ի Անվտանգության խորհրդին, ինչպես նաև անդամ պետություններին, Արցախի դեմ Ադրբեջանի կողմից սանձազերծված ագրեսիայի և դրա հետևանքների մասին:

Tert.am-ին այսպես են արձագանքել ՀՀ արտաքին գործերի նախարարությունից՝ պատասխանելով դիտարկմանը, թե արդյոք Հայաստանը, ինչպես հայտարարել է վարչապետի պաշտոնակատար Նիկոլ Փաշինյանը, դիմել է ՄԱԿ-ի անվտանգության խորհուրդ։

«Մայիսի 12-ին ադրբեջանական զինված խմբավորումների կողմից ՀՀ Սյունիքի և Գեղարքունիքի մարզերի ուղղությամբ ներխուժման վերաբերյալ մայիսի 14-ին ՄԱԿ-ում ՀՀ մշտական ներկայացուցչի անունից նամակ է հղվել ՄԱԿ-ի Անվտանգության խորհրդի նախագահին: Նամակում շեշտվում է, որ Ադրբեջանի սադրիչ գործողությունները տեղի են ունենում այդ երկրի կողմից հակահայկական ատելության արշավի լայն թափով ծավալման և Հայաստանի ինքնիշխան տարածքի հանդեպ հավակնությունների ներկայացման համատեքստում: Անվտանգության խորհրդի անդամների ուշադրությունն է հրավիրվել Ադրբեջանի կողմից ՄԱԿ-ի կանոնադրության նպատակների և սկզբունքների ու միջազգային իրավունքի կոպիտ խախտումների վրա, որոնք լրջորեն սպառնում են տարածաշրջանային և միջազգային խաղաղությանն ու անվտանգությանը (նամակը հասանելի է հետեւյալ հղումով):

Հիշեցնենք, որ Նիկոլ Փաշինյանը ԱԺ-Կառավարություն մայիսի 26-ի հարցուպատասխանի ժամանակ հայտարարել էր, որ Սյունիքի սահմանային իրավիճակի մասով ՄԱԿ-ի Անվտանգության խորհուրդ դիմելն առաջին օրերից եղել է և շարունակում է մնալ քննարկման առարկա։

Tert.am-ը ԱԳՆ-ին մասնավորապես հարցրել էր, թե արդյոք ՀՀ-ն արդեն դիմել է ՄԱԿ-ի անվտանգության խորհուրդ հարցի հետ կապված։ Եթե այո, ապա ե՞րբ և ի՞նչ արձագանք է ստացել։ Եթե ոչ, ապա ինչու՞։

Ուղարկված պատասխանի մնացյալ մասում նշված է․

«Մայիսի 27-ին ՄԱԿ Գլխավոր քարտուղարի մամլո խոսնակն անդրադարձել է իրավիճակի սրմանը՝ մտահոգություն հայտնելով Հայաստան-Ադրբեջան սահմանին զարգացումների վերաբերյալ՝ կոչ անելով բոլոր դերակատարներին դրսևորել զսպվածություն՝ խուսափելու ցանկացած գործողություններից, որոնք կարող են ավելի սրել լարվածությունը և ընդգծելով, որ բոլոր երկկողմ հարցերը պետք է լուծվեն խաղաղ կերպով, երկխոսությամբ և դիվանագիտական միջոցներով: 

Ինչ վերաբերում է նամակում բարձրացված այլ հարցերին, հայտնում ենք, որ նման տեղեկությունները ենթակա չեն հրապարակման և չեն կարող տրամադրվել՝ համաձայն «Պետական եւ ծառայողական գաղտնիքի մասին» ՀՀ օրենքի հիմքով ընդունված «ՀՀ ԱԳՆ համակարգի գաղտնագրման ենթակա տեղեկությունների ընդլայնված ցանկը հաստատելու մասին» ՀՀ ԱԳ նախարարի 2017թ. հունիսի 16-ի թիվ 1002-Ն հրամանի հավելվածի 2-րդ կետի»։
