Եթե լինի միայն հռետորիկա և ոչ մի գործնական քայլ՝ ո՛չ սահմանազատման, ո՛չ սահմանի որոշման վերաբերյալ, ապա հայ-ադրբեջանական սահմանին իրավիճակը նույնն է մնալու․Ալեքսանդր Խրամչիխին

Ռուսաստանցի ռազմական փորձագետ Ալեքսանդր Խրամչիխինի խոսքով՝ քանի դեռ հայ-ադրբեջանական սահմանը լրջորեն դեմարկացիայի չի ենթարկվել, ադրբեջանական զինված ուժերը մնալու են Հայաստանի տարածքում, իրավիճակը չի փոխվի։ Նա Tert.am-ի հետ զրույցում հայտնեց իր տարակուսանքը՝ արդյոք իրականում այդ գործընթացի մասին քննարկումներ կա՞ն, թե՝ ոչ։

«Մինչև այդ գործընթացն իրական ձևով իր ավարտին չհասնի, ադրբեջանաան կողմը շարունակելու է օգտվել իրավիճակից»,- ասաց նա։

Մյուս կողմից, ռուսաստանցի վերլուծաբանի խոսքով, եթե հայկական կողմն անընդհատ հայտարարում է, որ ադրբեջանական զինված ուժերն իր տարածքում են, պետք է ցանկացած քայլ ձեռնարկի դրանց այնտեղից հեռացնելու համար։

«Մենք տեսնում ենք միայն հռետորիկա։ Եվ եթե լինի միայն դա և ոչ մի գործնական քայլ՝ ո՛չ սահմանազատման, ո՛չ սահմանի որոշման վերաբերյալ, իրավիճակը նույնն է մնալու։ Ադրբեջանը հիմա ուժեղ կողմում է, օգտվում է իրավիճակից։ Իսկ ո՞վ նրա փոխարեն այլ կերպ կվարվեր»,- ասաց նա։

Ալեքսանդր Խրամչիխինն անդրադարձավ նաև ՀՀ պաշտպանության նախարարի պաշտոնակատար Վաղարշակ Հարությունյանի և Ռուսաստանի պաշտպանության նախարար Սերգեյ Շոյգուի միջև կայացած այսօրվա հեռախոսազրույցին, որի   ընթացքում քննարկվել է նաև ՀՀ Սյունիքի և Գեղարքունիքի մարզերի՝ հայ-ադրբեջանական սահմանային հատվածներում ՀՀ ԶՈՒ հետ համատեղ ռուս սահմանապահների տեղակայման հարցը։

Նրա դիտարկմամբ, իհարկե, այն չէր վերաբերում Շոյգուին, քանի որ սահմանապահների հարցով պետք է դիմել Ֆեդերալ անվտանգության ծառայություն։ «Դրա համար պետք է վերանայվեն հայ-ռուսական բոլոր անվտանգային հարցերով պայմանագրերը։ Բայց անկախ այս ամենից, եթե չլինի հստակ հայ-ադրբեջանական սահման, ռուս սահմանապահներն այնտեղ չեն լինի։ Երբ լինի սահման, այդ ժամանակ էլ հնարավոր կլինի պայմանավորվածության գալ, և շատ հավանական է, որ Ռուսաստանը համաձայնվի դրան։ Իսկ հիմա ինչու՞ պետք է իր սահմանապաներին տեղակայի մի սահմանին, որը չկա»,- ասաց նա։

Ինչ վերաբերում է նրան, թե ինչ է իրականում ցանկանում Հայաստանը, ապա Խրամչիխինի տպավորությամբ, երկիրը դեռ ուշքի չի եկել Ղարաբաղյան պատերազմում կրած պարտությունից հետո։

Նրա խոսքով՝ ստեղծված իրավիճակի փոփոխությունը մեծամասամբ կախված է հայ հասարակությունից․ «Հասարակության տրամադրությունները կզգացվի առաջիկա ընտրությունների արդյունքներով։ Այսինքն՝ հասարակությունը պետք է ընտրի իշխանություն, որը կփոխի իրավիճակը, որը կփորձի գոնե ինչ-որ բան անել, իսկ եթե հասարակությանն ինչ-որ բան ձեռնտու է հիմա, ապա իրավիճակը կշարունակի մնալ նույնը»,- ասաց նա։

Tert.am-ը ռուսաստանցի փորձագետից փորձեց պարզել կարծիքը ադրբեջանական կողմի՝ հայ գերիների դիմաց իր կողմից օկուպացված ականապատված տարածքների քարտեզներով փոխանակման գործընթացի վերաբերյալ։ Նրա դիտարկմամբ՝ գերիների վերադարձը բարդ գործընթաց է․ պետք է վերադարձվեն բոլորը, իսկ դրա համար պետք է անել ամեն ինչ։
