ՀՀ գլխավոր դատախազ Արթուր Դավթյանն այսօր այցելել է ՀՀ Սյունիքի մարզ և իրավապահ բոլոր մարմինների մարզային կառույցների ղեկավարների մասնակցությամբ  մարզի դատախազությունում անցկացրել խորհրդակցություն՝ հունիսի 20-ին կայանալիք խորհրդարանական ընտրությունների օրինականության ապահովման վերաբերյալ, տեղեկացնում է Գլխավոր դատախազության մամուլի ծառայությունը:

Հաշվի առնելով, որ հունիսի 7-ին պաշտոնապես մեկնարկել է խորհրդարանական ընտրությունների քարոզարշավը՝ Արթուր Դավթյանը նշել է, որ հատկապես այս փուլում խիստ կարևոր է օրենքով սահմանված կարգով, առանց հանցավոր միջադեպերի, անվտանգության անհրաժեշտ միջոցառումների իրականացմամբ քարոզարշավի պատշաճ  ընթացքի ապահովումը: Դրա խիստ անհրաժեշտությունն ակնառու է հատկապես Սյունիքի մարզում՝ նկատի ունենալով սահմանային անվտանգության ապահովման խնդիրները:

Ըստ գլխավոր դատախազի՝ մարզի իրավապահ մարմինները պարտավոր են իրականացնել կանխարգելիչ միջոցառումներ՝ թույլ չտալու համար ընտրողների ազատ կամարտահայտմանը որևէ բնույթի միջամտություն, ներգործություն՝ ինչպես պետական և ՏԻՄ մարմիններում վարչական լծակների կիրառման, անհատների անձնական հեղինակությունների գործադրման, այնպես էլ մասնավոր, արտադրական կամ այլ կազմակերպություններում,  ՍՊԸ-ներում աշխատակիցներին որևէ քաղաքական ուժի օգտին քվեարկելուն հարկադրելու տեսքով: Նման դեպքերում անմիջապես պետք է գործադրվի նաև քրեադատավարական գործիքակազմը և յուրաքանչյուր կոնկրետ դեպքի տրվի իրավական գնահատական:   

Գլխավոր դատախազը Սյունիքի մարզի իրավապահներին ևս զգուշացրել է քաղաքական զսպվածության օրենսդրական պահանջը անվերապահորեն պահպանելու անհրաժեշտության, այն խախտելու, իրենց իրավասություններից դուրս որևէ ապօրինի գործընթացի մեջ ներքաշվելու իրավական հետևանքների անխուսափելիության մասին: Նման դրսևորումները Արթուր Դավթյանի գնահատմամբ աններելի են և չպետք է թույլ տալ ընտրական հանցագործությունների դեմ պայքարում լիակատար անաչառություն պահպանելու, իրենց գործառույթների կատարման մեջ իրավապահ մարմինների ազնվության և օրինահենության հանդեպ հանրության վստահության խաթարում:

Այս համատեքստում խորհրդակցության ընթացքում քննարկվել են ընտրությունների օրինական ընթացքի ապահովմանն ուղղված իրավապահ մարմինների փոխգործակցության կառուցակարգերի արդյունավետության բարձրացմանն առնչվող հարցեր, գլխավոր դատախազի կոմղից տրվել են կոնկրետ հանձնարարականներ:
