Այն, ինչ կատարվում է ՀՀ անվտանգության և արտաքին հարաբերությունների ոլորտներում, կարելին է բնորոշել մեկ բառակապակցությամբ՝ «լիակատար ձախողում»։ Խորհրդարանական ընտրություններին իրենց նախընտրական ծրագրային դրույթները ներկայացնելիս այսպես հայտարարեց «Հայաստան» դաշինքի առաջնորդ, ՀՀ երկրորդ նախագահ Ռոբերտ Քոչարյանը։

«Առաջին անհրաժեշտ գործողությունը, որ կատարելու ենք անվտանգության ոլորտում, զինված ուժերի մարտունակության վերականգնումն է, ոչ թե պատերազմի, այլ՝ արժանապատիվ խաղաղություն ապահովելու համար։ Այլ ճանապարհ ուղղակի չկա»,- ասաց նա՝ նշելով, որ բանակը երկրի ողնաշարն է, և այն պետք է լինի ժամանակակից, պրոֆեսիոնալ և մարտունակ։

Ըստ նրա՝ ԱԱԾ-ն պետք է կրկին երկրի անվտանգության հարցերով զբաղվի, այլ ոչ թե հիմար հանձնարարություններ կատարի։ «Այնտեղ ծառայում են բարձր պրոֆեսիոնալիզմ ունեցող սպաներ, որոնց համար այդպիսի հանձնարարականները վիրավորական են։ Միջոցներ ենք ձեռնարկելու, որպեսզի այլևս երբեք թույլ չտանք ԱԱԾ-ի փոխակերպումը քաղաքական հետախուզության»,- ասաց նա։

Ոստիկանությունն էլ, նրա նկատառմամբ, ստեղծված չէ մեկ պաշտոնյայի անվտանգ տեղաշարժը ապահովելու, կազմակերպելու, նրա քմահաճույքները բավարարելու և նրա հիվանդագին վախերը սպասարկելու համար։ «Մենք կվերադարձնենք ոստիկանությունը բացառապես Հայաստանի օրենքներով նախատեսված գործառույթների դաշտ»,- ասաց նա։
