ՀՀ տարածքից Ադրբեջանին անկլավներ տալու դեպքում Երևան-Գորիս-Ստեփանակերտ և Երևան-Նոյեմբերյան-Թբիլիսի ավտոճանապարհներն ամեն պահի կարող են փակվել. Ռուբեն Գալչյան (տեսանյութ)

Եթե ՀՀ տարածքից Ադրբեջանին անկլավներ տրվեն, դա կլինի մեր արժանապատվության վերջնակետը. խորհրդային տարիներին մեր տարածքից արհեստականորեն անկլավներ են տրվել Ադրբեջանին, սահմաններ են գծվել՝ հաշվի չառնելով ճանապարհների տեղակայումը: «Արմնյուզ» ՀԸ «#ՕրաԽնդիր» հաղորդման ժամանակ նման կարծիք է հայտնել աշխարհագրագետ, քարտեզագետ, ՀՀ ԳԱԱ պատվավոր դոկտոր Ռուբեն Գալչյանը:

«Մեր գյուղացիները դեռևս խորհրդային տարիներին պահանջել են Մոսկվայից, որ իրենց տարածքները չտան Ադրբեջանին, բայց այնտեղից պատասխանել են, թե որոշումն արդեն կայացված է: Երևան-Գորիս ճանապարհի վրա է գտնվում Տիգրանաշենը, որը փաստորեն, հանձնվելու է: Ինչպե՞ս կարելի է մեր հիմնական ճանապարհը դնել այլ երկրի հսկողության տակ, այն փակելով՝ կտրվում է հաղորդակցությունը մեր հարավի հետ»,- ասել է քարտեզագետը:

Ըստ Գալչյանի՝ Տավուշի մարզի երկայնքով Ադրբեջանի սահմանը գծվել է՝ սեպի պես մխրճվելով մեր սահմանի մեջ, որ Իջևան-Նոյեմբերյան մայրուղին անցնի այլ երկրի տարածքով. «Երևան-Նոյեմբերյան-Թբիլիսի ավտոճանապարհը ցանկացած պահի կարող է փակվել, եթե տանք այդ անկլավները: Այս սահմանները գծվել են 1920-ականներին, վավերացվել են 1929-ին, վերավավերացվել 1969-ին: Շուռնուխն, օրինակ, 1922 թ.-ին մինչև 8 կմ արևելք ՀՀ տարածք էր, այս անկլավները գոյություն չունեին, Հայաստան էին նաև Ալ լճերը, որը ջրի կարևոր աղբյուր է»:

Գիտնականի կարծիքով՝ խորհրդային քարտեզները ևս իրարից տարբերվում են, օրինակ՝ 1920-ականներին կար Կարմիր Քրդստան՝ կազմավորված ներկայիս Քարվաճառի, Քաշաթաղի, Արևելյան Սյունիքի հողերի վրա, ապա այն հանձնվեց Ադրբեջանին. «Ինչո՞ւ ենք մենք պարտադրված ընդունում ադրբեջանական քարտեզները, մենք ունե՞նք իշխանություն, որն ունակ է որոշումներ կայացնելու: Մեզ համար ամենանպաստավորը 1926 թ.-ի քարտեզն է, որը վավերացված է ԽՍՀՄ ԶՈւ ԳՇ-ի կողմից, դրա բնօրինակը Մոսկվայում է և հույժ գաղտնի է, այն մեզ չեն տրամադրում: Խորհրդային իշխանությունն ինչ-ինչ հաշվարկներով գծել է մեր սահմանները, բայց նույն 1926 թ.-ի քարտեզով Կապանի շրջանի տարածքը, Սև լիճը, հարակից շրջանները ՀԽՍՀ-ի մաս են»:

Ռուբեն Գալչյանի պնդմամբ՝ 1922-29 թթ. Մոսկվան ՀԽՍՀ-ի սահմանակից տարածքների մի մասը հանձնել է Ադրբեջանական ԽՍՀ-ին՝ իբրև արոտավայրեր, այնուհետև վավերացվել են արդեն նոր սահմանները: «Կարմիր Քրդստանի չեղարկումից հետո մեր հողերը մնացին Ադրբեջանին, իսկ խորհրդային քարտեզագրության մեջ դրանք ամրագրվեցին իբրև Հայաստանի և Ադրբեջանի սահմաններ: Արցախում խորհրդային տարիներին էլ էին հայեր ապրում, ինչո՞ւ այն անկլավ չէր: Ազգային կազմը բնավ ընդունելի հիմք չէ քարտեզ կազմելու համար, Հայաստանում կան հունաբնակ գյուղեր, հո դրանք Հունաստանին չե՞ն պատկանելու: Նախկին անկլավներն Ադրբեջանին տալը հակապետական և հակազգային մոտեցում է»,- ամփոփել է ՀՀ ԳԱԱ պատվավոր դոկտորը:
