Կառավարության գործունեությունը նպաստում է, որ տնտեսական գահավիժումը շարունակվի. եթե իրենք ոչինչ չանեն, ավելի լավ կլինի․ Միքայել Մելքումյան

Կառավարության գործունեությունը նպաստում է, որ տնտեսական գահավիժումը շարունակվի, եթե իրենք ոչ մի բան չանեն, ավելի լավ կլինի։ Այս մասին Tert.am-ի հետ զրույցում ասաց ԱԺ «Բարգավաճ Հայաստան» խմբակցության պատգամավոր Միքայել Մելքումյանը՝ անդրադառնալով կառավարության կողմից գնահատվող տնտեսության վերականգնմանը։

Նա նշեց՝ եթե անկումը դանդաղում է, դա չի նշանակում, որ վերականգնվում է, որովհետև մինուս անսահմանություն չի կարող գնալ։ «Հակառակը՝ չի վերականգվում և դրա հիմքում բացասական սպասումներ կան, չի կարող քաղաքական համատարած ճգնաժամի պարագայում ինչ-որ բան վերականգնվել»,-ասաց նա և մտահոգություն հայտնեց, որ կարող է միտում լինել Հայաստանից դուրս գործընթացները իրականացնելու, իսկ դա նշանակում է, որ մարդիկ կգնան դուրս՝ աշխատելու, կամ կապիտալները կշարունակեն դուրս տանել, քանի որ երկար չեն կարող սպասել։

Ըստ նրա՝ աբսուրդ է խոսել, որ մինչև ընտրություններ կարող է ինչ-որ բան վերականգնվել։ «Ամենամեծ պրոբլեմն այն է, որ մեր տնտեսության կառուցվածքը անցած երեք տարիների ընթացքում տարվեց այն ուղղությամբ, որ որևէ արդյունաբերական, տեխնոլոգիական ոլորտ չզարգացավ, առևտուրը և ծառայություններն են կազմում ՀՆԱ-ի 54 տոկոսը»,–ասաց նա և հիշեցրեց, որ մինչև 2008 թվականի շինարարական աճը համարվում էր փուչիկ, ինչի հետ ինքը համաձայն չէր և գտնում է, որ ներկայիս շինարարական ոլորտն է փուչիկ։

Մելքումյանը նշեց՝ անգամ կառավարության կանխատեսումներն են կաղում, մինչև հունիսի 20-ը որևէ լուրջ տեղաշարժի մասին խոսք լինել չի կարող։ Նա նկատեց, որ շատ համակարգաստեղծ ձեռնարկություններ վաճառվում են, կապիտալի արտահոսք կա։

«Մեր օրենսդրական համակարգը, հատկապես՝ վարչարարական համակարգը, ներդրողնրերին չի կանչում, հակառակը՝ վանում է, որովհետև արդարության վերականգնման քողի տակ այնպիսի կոշտ դեկլարացիաներ, օրենքներ ընդունեցին, որոնք վանում են։ Դրանք չեն աջակցում ներդրողներին, բոլորը, կարծես, իրենց զգան պոտենցյալ հանցագործներ»,–ասաց նա։

Նա նշեց, որ այս իշխանությունները վարկաբեկեցին «տնտեսական հեղափոխություն» տերմինը և հիմա դրա մասին վաղուց չեն խոսում: «Վերջին 2-3 տարիների ընթացքում պետական բյուջեի ընդհանուր ծախսերը կազմել են մոտավորապես 250-260 միլիարդ դրամ, իսկ կապիտալ ծախսերը՝ ընդամենը 67 միլիարդ դրամ: 2020 թվականի բյուջեի կապիտալ ծախսերը 48 տոկոսով են կատարվել, 52 տոկոսով թերակատարվել են, պետք է 227 միլիարդ դրամի կապիտալ ծախս անեն, հազիվ 110 միլիարդի են արել»,–ասաց նա և նշեց, որ խախտել են հարկաբյուջետային կանոնը, քանի որ պետական պարտքի ավելացման տեմպը ավելի մեծ է, քան տնտեսական աճը։
