Սփյուռքահայության հետ կապված՝ Հայաստանի կառավարության առաքելությունը պետք է լինի աշխարհասփյուռ հայերի համախմբումը, Հայաստան-Սփյուռք կապի ամրապնդումն ապահովելը, ինչպես նաև աշխարհասփյուռ հայության՝ դեպի Հայաստան հայրենադարձության նպաստելն ու աջակցելը:
Հայաստանի ղեկավարը՝ գերագույն հրամանատարը, պարտավոր է ոչ միայն պաշտպանել Հայաստանում բնակվող յուրաքանչյուր քաղաքացու, այլ նաև ամբողջ Սփյուռքում բնակվող յուրաքանչյուր հայ մարդու, Հայաստանի Հանրապետության քաղաքացու իրավունքները:
Հայաստանի ղեկավարը պետք է կոչ անի բոլոր սփյուռքահայերին՝ ժամ առաջ վերադառնալ Հայաստան և Արցախ՝ մշտական բնակություն հաստատելու Հայաստանում և Արցախում՝ առաջիկա 5 տարիների ընթացքում Արցախում ազատվելով բոլոր հարկերից:
«Հայրենադարձություն՝ Հայաստան»-ի գլխավոր նպատակը կլինի այն, որ Սփյուռքում բնակվող հայ ընտանիքները վերադառնան և կառչեն Հայոց Սուրբ հողից և կայանան Հայոց Սուրբ հողի վրա:
Հայաստանի կառավարությունը պետք է առանձնահատուկ ուշադրություն դարձնի Ջավախքին և ջավախահայությանն այնպես, ինչպես Արցախին և արցախահայությանը:
