Պարզ է, թե ինչպես կարող էր պարտվել մարտունակ ու առյուծի նման կռվող բանակը․ Երվանդ Վարոսյան

Փաստաբան Երվանդ Վարոսյանը ֆեյսբուքյան իր էջում գրել է․

«Ուրեմն տեսեք ինչ է ստացվում դեռ այնքանով, որքանով տեղյակ ենք։

Ուրեմն մարտական գործողությունների ժամանակ, զինված ուժերի ընդհանուր մարտավարական կառավարումը ոչ ոք չի իրականացրել։ Հրամանատարական կետում են եղել մի քանի գեներալներ, մեկուսացված են եղել մի քանի այլ փորձառու գեներալներ, սակայն այնտեղ է գտնվել Արցախի Անվտանգության խորհրդի քարտուղարը, ով օպերացիա իրականացնելու «խորհուրդներ» է տվել։ Իսկ քանի որ այդ «խորհրդատվությանը» ներկա է եղել նաև իրեն գերագույն հրամանատար հռչակած մի անձնավորություն, ով պարբերաբար լայվեր էր անում, ու բղավում, որ ՀՀ բոլոր քաղաքացիները պետք է ենթարկվեն իր հրամաններին, «խորհուրդները» լսած գեներալները իրենց մեջ ուժ չեն գտել առարկելու այդ խորհուրդներին «գերագույնի» ներկայությամբ։ Ըստ երևույթին առարկել է միայն Մովսես Հակոբյանը, ինչի արդյունքում մյուս գեներալների աչքի առաջ անհապաղ հեռացվել է հրամանատարական կետից։

Ստացվում է մի իրավիճակ, երբ զորքերի մարտավարական ղեկավարումը պատերազմի ընթացքում իրականացնելուն կոչված անձինք գործել են (կամ անգործություն են ցուցաբերել) մշտապես մտքներում ունենալով «գերագույնի» կերպարը, ով բղավում էր, թե հրամանատար է, բայց պարզ է, որ չէր կարող անգամ ղեկավարել հրետանային մեկ մարտկոցի կողմից բեռնատարի միջից արկեր դատարկելու գործողություն անգամ։ Դրան զուգահեռ «ընդունելի» խորհուրդներ են տվել մարդիկ, ովքեր կամ առհասարակ մարտական գործողություններից անտեղյակ են եղել, կամ արդեն տասնամյակներ բանակի հետ կապ չունենալով, հակառակորդի զինված ուժերի մասին պարբերաբար տեղեկատվություն չվերլուծելու հետևանքով, չեն պատկերացրել, թե ինչի հետ գործ ունեն։ Միաժամանակ, սակայն, այդ մարդիկ դիտարկվել են իբրև «գերագույնի» մերձավորներ, դրանից բխող բոլոր հետևանքներով։

Ու այս, անշուշտ դեռ թերի, ապագայում մանրամասն քննության ենթակա պատկերի ֆոնին, եթե համադրենք նաև բանակի համալրման փոխարեն կամավորական և տարատեսակ հիմնարկների «միջնակարգ-մասնագիտական» ջոկատների միջոցով պատերազմելու դատապարտված փորձերը, արդեն պարզ է, թե ինչպես կարող էր պարտվել մարտունակ ու առյուծի նման կռվող բանակը։ Ամենահզոր բանակը ոչինչ է, եթե չունի մեկ հրամանատար, մեկ առաջնորդ։

Ու եթե անգամ այս ամենը դիտավորության արդյունք չէ, ապա ուղիղ հետևանք է Նիկոլ Փաշինյանի կառավարման ոճի, ավելի ճիշտ կառավարման ոճի բացակայության, երբ ամեն ինչի համար պատասխանատու են բոլորը և միաժամանակ պատասխանատու չէ ոչ ոք»։
