Կարեն Կարապետյանի այսօրն ու վաղը. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Գործող Սահմանադրության համաձայն՝ օրեր անց լիազորությունները վայր կդնի Կարեն Կարապետյանի կառավարությունը: Կարապետյանը, ինչպես ՀՀԿ-ն նշել է մինչ ընտրությունները, ամենայն հավանականությամբ, կշարունակի պաշտոնավարել վարչապետի պաշտոնում: Սակայն հասկանալի է՝ ապագա կաբինետը որոշակի խմբագրումների, այնուամենայնիվ, կենթարկվի: Այդուհանդերձ, այս խմբագրումները թողնելով մի կողմ, եթե հետհայացք գցենք Կարեն Կարապետյանի կաբինետի գործունեության բավական սեղմ ժամկետին, ապա որոշակի ընդհանրացումների կարող ենք գալ:

Ինչպես և սպասելի էր, Կարապետյանի կառավարությունը անցած 5-6 ամիսների ընթացքում հեղափոխական արդյունքների չհասավ և չէր էլ կարող հասնել: Տնտեսության ներկա վիճակը պահանջում է առնվազն տարիների աշխատանք՝ շոշափելի դրական տեղաշարժ ունենալու համար: Այդ շոշափելիությունը, բնականաբար, չափվում է քաղաքացիների կյանքի որակի բարելավմամբ: Սպասել, որ Կարապետյանը մի քանի ամսում կարող է նման հաջողություն արձանագրել, միամտություն է:

Մյուս կողմից՝ կառավարության գործունեությունը ցույց տվեց, որ վարչապետն անսպառ էներգիա ունի, փորձում է երկրի տնտեսության բոլոր կարևոր ճյուղերի զարգացումն ապահովելու համար լուծումներ գտնել, սա փաստ է, որը դժվար է ժխտել: Այլ հարց է, թե այդ ձգտումն ինչպիսի արձագանք է ստանում, քանի որ պետք է նաև խոստովանել, որ նա իր մոտեցումներով և անգամ մտածելակերպով տարբերվում է հայաստանյան պաշտոնյաներին հատուկ բնութագրերից:

Ի դեպ, սա ոչ թե լավ է կամ վատ, այլ ուղղակի իրողություն է, որի հետ հայաստանյան պետական կառավարման ապարատը պետք է կամ համակերպվի, կամ հաշվի նստի: Արդյոք Կարապետյանի այս «տարբեր» լինելը կարո՞ղ է որակական փոփոխությունների երաշխիք դառնալ, դժվար է ասել, սակայն մյուս կողմից հարկ է նշել, որ չնայած պրոֆեսիոնալիզմի և պրոֆեսիոնալների գործունեության անհրաժեշտությանը, որի մարմնավորումն ինչ-որ տեղ հենց Կարեն Կարապետյանն է, հայաստանյան ներկա միջավայրում և առավել ևս վարչակարգի տրամաբանության մեջ դեռևս միակ սկզբունքը չէ:

Սա նույնպես վատ կամ լավ չէ, այլ զուտ իրողություն: Նման պայմաններում Կարեն Կարապետյանը պետք է գլխավորի առաջիկա կառավարությունը՝ այս անգամ առնվազն մինչ 2018 թվականը:

Իսկ մինչ այդ, պետք է փաստել, որ առաջիկայում այլևս հնարավոր չի լինի հայաստանյան հասարակության կարծիքն ու վերաբերմունքը ձևավորել ակտիվության և գործնականության մթնոլորտ ստեղծելով, քանի որ նման վարքագիծը կարճաժամկետ էֆեկտ է ունենում:

Այս տեսանկյունից ներկա կառավարության ձեռքբերումներից մեկը հենց այդ մթնոլորտի ստեղծումն է, սակայն այն կարող է հօդս ցնդել, եթե թեկուզ նվազագույն կերպով ցանկացած քաղաքացի չզգա փոփոխությունն իր մաշկի վրա:
