Ի՞նչ է առաջարկում ժողովրդին Խաչիկ Ասրյանը

Եթե նկատել եք կան քաղաքական ուժեր, որոնք տարիներով որևէ ծրագրից չեն խոսում, իսկ նախընտրական շրջանում մի քանի թերթանոց բուկլետ են հրապարակում, որի մեջ ներառված են լավագույն դեպքում նախորդ ընտրություններին հրապարակված կետերը։

Ի դեպ, խոսքը վերաբերում է ոչ միայն փոքր կամ նորաստեղծ, այլև քաղաքական դաշտում խոշոր դերակատարում ունեցող ուժերին։ 

Եվ երկրորդ՝ կան բազմաթիվ ուժեր, որոնք պարզապես չունեն գաղափարախոսություն, ի՞նչ մատուցեն հասարակությանը։ Եզակի դեպք է, երբ քաղաքական ուժը ոչ միայն նախընտրական շրջանում, այլև մշտապես խոսում է իր ծրագրերից, մոտեցումներից, քարոզում իր գաղափարներն ու դավանած արժեքները։

Հանրության հետ մշտապես հաղորդակից լինելը, ինչ խոսք, կարևոր է։ Խոսքը վերաբերում է «Հայոց Արծիվներ. Միասնական Հայաստան» կուսակցությանը և նրա նախագահ Խաչիկ Ասրյանին, ով պարբերաբար հրապարակում է իր մոտեցումները և ծրագրերը բոլոր ասպեկտների վերաբերյալ։

Սա ողջունելի մոտեցում է՝ հաշվի առնելով այն հանգամանքը, որ հանրությունը պետք է իմանա, թե քաղաքական ուժը ինչպես է պատկերացնում երկրի կառավարումը իշխանության գալուց հետո՝ ինչ ծրագրերով, ինչ գաղափարներով, արտաքին և ներքին ինչ գործիքակազմերով և այլն։ Հակառակ դեպքում կկրկնվի 2018թ.-ի պատկերը, երբ անբովանդակ, անծրագիր ու անգաղափար մարդիկ եկան իշխանության ու կազմաքանդեցին երկիրը։

Ինչևէ «Հայոց Արծիվներ. Միասնական Հայաստան» կուսակցությունը մինչ այսօր ներկայացրել է մի շարք ոլորտներում բարեփոխումների իր տեսլականը։ Դիցուք, Խաչիկ Ասրյանը պնդում է, որ երկրում տնտեսական բեկում մտցնելու և սոցաիալական ծրագրեր իրականացնելու համար անհրաժեշտ է ազգայնացնել ընդերքը, որից պետք է բխի արդեն ոլորտների ֆինանսավորումը և առողջացումը:

Խաչիկ Ասրյանը նաև հայտարարել է, որ պետք է դադարեցնել համայնքների խոշորացումը՝ վերադառնալով նախկին կառուցվածքին: Քաղաքական գործչի մյուս կարևոր մոտեցումն այն է, որ մինչև 2021 թվականի դեկտեմբերի 30-ը Հայաստանի գյուղական բոլոր համայնքների ընտանիքների գյուղատնտեսական բոլոր վարկերը, ոռոգման ջրի և հողի հարկի պարտքերը պետք է զրոյացնել:

 

Հաջորդ ոլորտները կրթությունն ու առողջապահությունն են։ Այստեղ հիմնական կոնցեպտն այն է, որ, ըստ Խաչիկ Ասրյանի, Հայաստանում կրթությունն ու առողջապահությունը ամբողջությամբ պետք է լինեն պետության հոգածության ներքո, այսինքն՝ բացառապես անվճար։

Մեծածավալ անդրադարձ կա բանակաշինությանը, հստակ սոցիալական երաշխիքներ են տրված զինծառայողներին և սպաներին, հատուկ ժամանակացույց կա՝ բարձրացնելու նրանց աշխատավարձերը:

Ամփոփելով՝ արձանագրենք, որ առաջիկայում ընտրություններ են, սակայն նախորդ 30 տարիները պետք է մեզ դաս եղած լինի, որ ոչ թե անձերով պայմանավորված ընտրություն պետք է կատարել, այլ ծրագրերով ու գաղափարներով։ Դա է պետության երկարատև և կայուն զարգացման գրավականը։

Այդ առումով ուսանելի է «Հայոց Արծիվների» մոտեցումը՝ անկախ նրանից՝ ընտրական շրջան է, թե ոչ, մշտապես հրապարակել խնդիրները՝ իրենց լուծումներով հանդերձ:
