Գործարարները, որոնք այսօր որոշակի կապեր ունեն իշխանության հետ, հետագայում պետք է չվախենան իրենց բիզնեսի համար. Արտակ Թովմասյան

ԼՈՒՐԵՐ.com-ի զրուցակիցն է «Երրորդ ուժ» քաղաքացիական նախաձեռնության անդամ Արտակ Թովմասյանը։ 

- Պարոն Թովմասյան, նախքան քաղաքական հայտ ներկայացնելը` Դուք գործարարությամբ էիք զբաղվում և, կարելի է ասել, քաջածանոթ եք մեր երկրի բիզնես միջավայրին։ Ի՞նչ եք կարծում, բիզնեսը քաղաքական այս վայրիվերումներից հետո ռիսկերի չի՞ ենթարկվի։ 

- Գաղտնիք բացահայտած չեմ լինի, եթե ասեմ, որ բիզնեսն ու քաղաքականությունը սերտորեն փոխկապակցված են։ Դա լավ է, թե վատ` քննարկման այլ թեմա է, սակայն ունենք փաստ՝ թե՛ երեկ, թե՛ այսօր Հայաստանում բիզնեսն ակտիվ մասնակցություն ունի քաղաքականության մշակման և իրականացման վրա։ Դա է այսօրվա իրականությունը, որի հետ հաշվի չնստելը անհեռատես մոտեցում է։ Մենք գտնվում ենք իշխանափոխության շեմին․ քաղաքական հիմնական ուժերը պահանջում են Նիկոլ Փաշինյանի իշխանության հրաժարականը։

«Երրորդ ուժ» քաղաքացիական նախաձեռնությունը սկսել է 44-օրյա պայքար, որի ընթացքում մենք հասնելու ենք այս իշխանության հրաժարականին։ Սակայն իշխանափոխության հասնելու ճանապարհին և դրանից հետո էլ անչափ կարևոր է, որպեսզի բիզնեսն իր վրա չզգա քաղաքական հարթությունում արձանագրված փոփոխությունները, և մենք բիզնեսին երաշխավորում ենք կայուն զարգացման միջավայրի ստեղծում՝ մի բան, ինչը հեղափոխությունից հետո չարվեց։ Եվ հենց դա է պատճառը, որ այս ոլորտում ունենք լրջագույն խնդիրներ։

- Պարոն Թովմասյան, այսօր Հայաստանում ականատես ենք մի իրավիճակի, երբ գործարար հատվածի որոշ ներկայացուցիչներ ակնհայտորեն սատարում են իշխանություններին` դրա դիմաց ստանալով տնտեսական դիվիդենտներ։ Ըստ Ձեզ` ի՞նչ քայլեր պետք է արվեն, որպեսզի վերջ տրվի այս արատավոր պրակտիկային։

Ամեն իշխանություն ստեղծում է յուրային գործարարների, առավելություններ է տալիս և կարճ ժամանակում հասցնում գերիշխող դիրքի։ Ինձ համար դա անընդունելի մոտեցում է։

Ես իմ անունից կարող եմ երաշխավորել, որ մեր երկրում ստեղծելու ենք համերաշխության, հավասարության մթնոլորտ՝ անկախ քաղաքական հայացքներից։ Անգամ այն մարդիկ, որոնք այսօրվա իշխանության հետ ունեն որոշակի կապեր, պետք է չվախենան իրենց բիզնեսի համար կամ որևէ տեսակի իրավական պատասխանատվության ենթարկվելուց, եթե, իհարկե, իրենք աշխատել են օրինական ձևով։ Ես կարծում եմ, որ բիզնես միջավայրը Հայաստանում պետք է լինի հավասար՝ առանց կանխամտածված դեմպինգների, չպետք է լինեն մենաշնորհներ, մանիպուլյացիաներ և տարանջատումներ՝ պայմանավորված նրանով, թե ո՛ր խոշոր սեփականատերը ո՛ւմ է սատարում։ Նման երևույթները պետք է իսպառ բացառել, եթե մենք չենք ուզում կրկնել նախկինում եղած սխալները։

- Այսինքն՝ Ձեր պատասխանը վերաբերում է այն բիզնեսմեններին, ովքեր այսօր սատարում ու ֆինանսավորում են Փաշինյանի իշխանությա՞նը։

- Իմ խոսքը բոլորի մասին է։ Ի վերջո, ներդրողի հանդեպ պետք է ցուցաբերել քաղաքակիրթ ու օրինական մոտեցում։ Պետք է գործարարին զերծ պահել անիմաստ բյուրոկրատական քաշքշուկներից կամ հարկերից ու օրինականությունից դուրս մուծումներ պահանջել նրանից։ Ահա սա՛ է, որ պետք է բացառվի։
