Զրահամեքենաների արտադրության ձախողումը սուր ոսկոր է՝ խրված իշխանությունների կոկորդին. պատերազմը պարտվածները՝ սկանդալի կիզակետում

Էկոնոմիկայի նախարարությունում պաշտոնական գրագրությունները կատարվում են նախարարի ֆեյսբուքյան էջի միջոցով։ Բանն այն է, որ մարտի 5-ին ԼՈւՐԵՐ.com-ը ներկայացրել էր ռեպորտաժ, որում ներկայացված էին անհերքելի փաստեր, թե ինչպես են կառավարությունում ձախողել մի ներդրումային ծրագիր, որով նախատեսվում էր Հայաստանում սկսել զրահամեքենաների արտադրություն։ Մեր հրապարակումից հետո Էկոնոմիկայի նախարար նշանակված Վահան Քերոբյանը գրառում կատարեց իր էջում և հանրությանը տեղեկացրեց․ «Իրականում հենց ես եմ կանգնեցրել այս արդյունաբերական գոտու նախագծի որոշման կայացումը»։ Զավեշտն այն է, որ մեր գրավոր հարցմանն ի պատասխան նախարարությունից հայտնեցին, որ ծրագրի կասեցման մասին ընկերությանը գրությամբ տեղեկացրել են ս․թ․ մարտի 16-ին։ Այսինքն նախ նախարարն է գրառում կատարում միլիոնների հասնող ներդրման ծրագրի կասեցման մասին և հետո են միայն տեղեկացնում ներդրող ընկերությանը։

Ներդրումային ծրագրի ղեկավար Հրայր Նարիմանյանը նկատեց․ «Մեր բազմաթիվ նամակներից շատերն այդպես էլ պատասխան ու որևէ արձագանք չեն ստացել և ներդրողը երկար ժամանակ է, ինչ ներքաշված է բյուրոկրատական քաշքշուկի մեջ։ Սա խոսում է կառավարության դիլետանտության և բարձիթողի վիճակի մասին»։

Մեր տեղեկություններով թե՛ հրապարակված փաստերը, թե՛ Վահան Քերոբյանի գրառումը մեծ զայրույթ ու աժիոտաժ են առաջացրել կառավարության կուլիսներում։ Բանն այն է, որ նախ՝ հիմնավոր ապացուցվել է ներդրումների հետ կապված օղակների անգործությունը կամ դիտավորությունը, ապա նաև, թե ինչպես կարելի էր բանից անտեղյակ գրառում կատարել և վարկաբեկել հանձնաժողովի բոլոր անդամներին։ Քանի որ, ըստ էության, նախարարի խոսքը պետական կառավարման լիազորությունների վերազանցում է, քանի որ Էկոնոմիկայի նախարար Վահան Քերոբյանի՝ սեփական նախաձեռնությամբ ներդրումային ծրագրի կասեցում անհնար գործընթաց է, որովհետև Հայաստանի վարչապետ Նիկոլ Փաշինյանի՝ 2019 թվականի նոյեմբերի 6-ի համապատասխան որոշմամբ ստեղծվել էր միջգերատեսչական հանձնաժողով և միայն այդ հանձնաժողովն է իրավասու կայացնել որոշում։

Հանձնաժողովը գրեթե 1,5 տարի չկարողացավ որոշում կայացնել՝ չպատասխանելով ներդրողի բազմաթիվ նամակներին, իսկ առաքման ոլորտից միանգամից նախարարի աթոռին հայտնված և ռազմաարդյունաբերական ոլորտից հեռու անձնավորությունը միանգամից կասեցնում է ռազմարդյունաբերության ոլորտում մեր երկրի համար նմանը չունեցող խոշոր ներդրումային ծրագիրը, նույնիսկ այդ ոլորտում ներդրումների պատրաստ ընկերությանը չհրավիրելով խորհրդակցությունների, որի ժամանակ կարող էր և փոխշահավետ պայմաններ առաջարկվեին։ Ինչպես ցույց է տալիս հեղափոխական կառավարության տխրահռչակ եռամյա կառավարումը, պետական համակարգի բոլոր օղակներում շունը տիրոջը չի ճանաչում։ Այժմ արդեն մեր ձեռքի տակ են հայտնվել մի քանի նամակներ, որոնք ուղղվել են հանձնաժողովի անդամներին, կառավարության համապատասխան ներկայացուցիչներին և այդպես էլ անպատասխան են մնացել
