ՀՀԿ-ն՝ ջոկերի կարգավիճակում

ՀՀ երրորդ նախագահ Սերժ Սարգսյանի վերջին հայտարարությունները, որոնք նա հնչեցրեց դատարանի բակում, հետաքրքիր ուղերձներ են պարունակում՝ հատկապես ընթացիկ քաղաքական զարգացումների համատեքստում։

Ի թիվս այլ արձանագրումների՝ այդ ելույթում Սերժ Սարգսյանը խոսեց նաև Հանրապետական կուսակցության մասին։

«Այս երեք տարիների ընթացքում մենք նաև կուսակցական կորուստներ ունեցանք, բայց նաև կոփվեցինք, մեր շարքերը բյուրեղացան, և մենք այսօր ևս ունենք պրոֆեսիոնալ ու մրցունակ թիմ և պայքարելու ենք մեր ազգային և ուժեղ պետության համար: Ես քաղաքական խրամատը չեմ լքելու, ես խրամատ լքող չեմ և իմ անցած կյանքով ապացուցել եմ` ես կարող եմ հեշտությամբ պաշտոն զիջել, ես կարող եմ հանուն Հայաստանի ժողովրդի, հանուն հայ ժողովրդի զիջել մի ողջ իշխանություն, բայց ես երբեք չեմ լքի խրամատը, որը պաշտպանում է հայկական պետականությունը: Սրանում կարող եք վստահ լինել: Հանրապետականի ձայնը եղել է հնչեղ և այդպես էլ մնալու է: Մեր գործողությունները լինելու են հստակ, հաշվարկված, համակարգված, նպատակաուղղված և ազնիվ»,- հայտարարեց Սերժ Սարգսյանը:

ՀՀԿ-ի դերի ընդգծումը, ըստ էության, առաջին հերթին ուղղված է ներկայիս քաղաքական գործընթացի թե իշխանական, թե ընդդիմադիր մասնակիցներին։

Սերժ Սարգսյանն իր այս շեշտադրմամբ, թերևս, փորձում է արձանագրել, որ Վազգեն Մանուկյանի գլխավորած ներկայիս ընդդիմադիր հարթակում և ողջ քաղաքական դաշտում ՀՀԿ-ն ինստիտուցիոնալ իմաստով ամենակայացած միավորներից է, որն այդ թվում՝ ունի նաև գործող տարածքային կառույցներ՝ ոչ միայն Երևանում, այլ նաև՝ բոլոր մարզերում։ Բնականաբար, ՀՀԿ-ն ակտիվորեն մասնակցել է այս 3 տարիների ընթացքում տեղի ունեցած ընդդիմադիր բոլոր գործընթացներին, ակտիվ դերակատարում է ունեցել նաև այդ պրոցեսներում, բայց ասել, որ նա իր ամբողջական պոտենցիալն է օգտագործել՝ այդպես չէ։

Սերժ Սարգսյանի՝ քաղաքական խրամատը չլքելու մասին հայտարարությունը նույնպես խիստ ուշագրավ էր իր վերջին հարցազրույցի ֆոնին։

Նա իր վերջին աղմկահարույց հարցազրույցում հայտարարել էր, որ այլևս չի վերադառնալու պետական որևէ պաշտոնի, որևէ պաշտոն ստանձնելու հավակնություններ չունի, ինչը գուցե ոմանց մոտ տպավորություն էր ստեղծել, թե ՀՀԿ-ն այդպիսով հետ է մղվում քաղաքական դաշտից։

Ուստի Սերժ Սարգսյանը բոլորին, բայց նաև ՀՀԿ-ի ներկայիս գործընկերներին հիշեցրել է Հանրապետականի ունեցած ընտրական ռեսուրսի մասին։

Այսինքն՝ Սերժ Սարգսյանն ակնարկում է, որ անկախ ընտրություններին մասնակցությունից՝ իր ունեցած ռեսուրսներով ՀՀԿ-ն կարող է կամ պետք է մասնաբաժին ունենա ընտրություններով ձևավորվելիք քաղաքական ստատուս-քվոյում՝ իշխանության կամ ընդդիմության կարգավիճակով։

Այսպիսով՝ եթե անգամ ՀՀԿ-ն այնուամենայնիվ մինչև վերջ չմասնակցի ընտրություններին (քանի որ ՀՀԿ-ն հայտարարել էր, որ չի մասնակցելու Նիկոլ Փաշինյանի կազմակերպած որևէ ընտրության), սակայն մասնակցի ընտրական գործընթացին, ստանալու է, ինչ-որ իմաստով, ջոկերի կարգավիճակ․ հաղթանակի շանս կունենա ընդդիմադիր այն ուժը, որին կաջակցի ՀՀԿ-ն՝ ոչ միայն զուտ տարածքային կառույցներով և տեղական ինքնակառավարման մարմինների բազմաթիվ ղեկավարներով՝ քաղաքապետերից մինչև գյուղապետեր, այլև՝ հսկայական կադրային, մտավոր և արտաքին ռեսուրսներով:

Առաջիկա զարգացումները ցույց կտան՝ ընդդիմադիր ուժերից որը կամ որոնք կընդունեն ՀՀԿ-ի խաղի կանոնը։ Քաղաքական այսօրվա դասավորվածության պայմաններում, առանց ՀՀԿ-ի, որևէ մեկին չափազանց դժվար է լինելու շոշափելի արդյունքներ արձանագրել։
