Տնտեսությունը զարգացնելու համար նախ պետք է իշխանությունը հրաժարական տա

Աուդիտորների պալատի նախագահ Նաիրի Սարգսյանը ներկայացրել է մի մոդել, որի միջոցով կարելի է տնտեսությունը զարգացնել։ Նա բոլոր տնտեսագետներին, երկրի ապագայով մտահոգ անհատներին հրավիրում է քննարկելու իրենց կողմից ներկայացվող ծրագիրը, ցանկանում է կառուցողական քննարկում կազմակերպել և եթե առկա են բացթողումներ, որոնք չեն ներկայացվել տնտեսական պոտենցյալի հետ կապված թեզերում, ապա իրենք կարող են վերանայել և այդ բացթողումները ևս ներառել այդ ծրագրի մեջ։ Այդ մոդուլները իրենք պատրաստ են տրամադրել բոլոր կառավարություններին, անկախ նրանից թե Հայաստանում ներքաղաքական զարգացումների հետևանքով ով կլինի իշխանության։

Ըստ Նաիրի Սարգսյանի, իրենց համար ամենևին էական չէ, թե այդ ծրագիրը, ով կիրագործի։ Այդ ծրագիրը արդեն ներկայացվել է ներկա կառավարությանը, սակայն քանի որ ծրագրի առաջին կետը հենց այս կառավարության հրաժարականն է, բնականաբար այդ ծրագիրը հավանության չէր արժանանա իշխանության կողմից։ Ներդրումային միջավայրի բարելավման և երկիրը ներդրումային գրավիչ երկիր ներկայացնելու համար առաջին հերթին պետք է անվտանգություն, հետո պետք է քաղաքական կայունություն և կանխատեսելիություն և առնվազն ճշմարտախոսություն, արդարություն և ազնվություն կառավարության կողմից։

Իսկ այդ հատկանիշները և որակները չունի այսօրվա կառավարությունը և քանի որ պարբերաբար ստում են, դրանից հետո արդեն դժվար է իրենց հավատալը։ Օրինակ, Ռոքֆելլերը ասել էր․ «Մի անգամ իմ հաշվապահը ինձնից գողացել է գումար, և ոչ թե ես նեղվում եմ նրանից, որ կորցրել եմ մի քանի միլիոն դոլար, այլ նրա համար, որ այլևս նրան վստահել չեմ կարող»։
