Քոչարյան Անդրանի՞կն է Վաղարշակին հրամաններ տալիս, թե՞ Նիկոլը

Պատերազմից անմիջապես հետո, ինչպես որ սպասվում էր, Պաշտպանության ոլորտում տեղի ունեցան պաշտոնանկություններ՝ իր դիմումի համաձայն ազատվեց Դավիթ Տոնոյանը, տեղակալներ, մամլո խոսնակը։

Սակայն որքան էլ որ կարող ենք այդ վերադասավորումները կապել պատերազմում պարտվելու հետ, այդ պաշտոնանկությունները պատերազմի հետևանքների հետ կապ չունեին։ Բանը նրանում է որ պատերազմի ընթացքում ներիշխանական կոնֆլիկտի արդյունքում է, որ Դավիթ Տոնոյանը պաշտոնանկ արվեց, իսկ տեղը նշանակվեց Վաղարշակ Հարությունյանը։ Իսկ կոնֆլիկտը եղել է ոչ թե վարչապետ-ՊՆ նախարար, այլ Անդրանիկ Քոչարյանի և Դավիթ Տոնոյանի միջև։

Ու որքան էլ Անդրանիկ Քոչարյանը այդ ոլորտի վերահսկողն ու օրենսդիրում հարցեր լուծողն է, կոնֆլիկտն այնուամենայնիվ չի եղել պատերազմական խնդիրների հետ կապված։ Պատճառը եղել է նեղ անձնական։

Անդրանիկ Քոչարյանը Դավիթ Տոնոյանին խնդրել է իր հրետանավոր որդուն՝ Վազգենին, տարհանել Ղարաբաղից, ավելի անվտանգ տեղ, իսկ Տոնոյանը հրաժարվել է։ Այս կոնֆլիկտի և որդու այնուամենայնիվ ավելի անվտանգ տեղ տեղափոխելու մանրամասներին կանդրադառնանք առաջիկայում, իսկ այսօր ներկայացնենք, թե ինչպես է աշխատում, այդ կոնֆլիկտի արդյունքում նախարար դարձած Վաղարշակ Հարությունյանը։

Գեներալ Հարությունյանը, ինչպես հայտնի է ՊՆ ծառայողներին, բավականին անլուրջ մարդ է։ Նա իրականում իր ղեկավարած ոլորտին չի տիրապետում, ու դրա մասին գիտեն բոլորը նախարարությունում։ Իր աշխատակազմից մեզ պատմեցին, որ օրը անց է կացնում կաբինետում համակարգչային «շարիկ գլորելով», «Օդնոկլասնիկ» սոցցանցում է հաճախ ժամանակ վատնում, և հիմնականում նստած սպասում է թե վարչապետը ինչ կասի, որ անի։ Իսկ ամենից հետաքրքիրն այն է, որ երբ վարչապետը զանգում հարց է տալիս կամ հանձնարարական, Վաղարշակը անմիջապես զանգահարում է Անդրանիկ Քոչարյանին և պատմում է ամենայն մանրամասներով։ Այնուհետ միասին են որոշում ինչը, ոնց անի։ Իսկ, երբ ինչոր խնդիր է լինում և պետք է լինում վարչապետի, կամ օրինակ ռուսների հետ խոսել, նույնպես Անդրանիկ Քոչարյանի հետ է խորհրդակցում, հարցնում է՝ որն ասի, ինպե՞ս ասի, իսկ որը չասի։

Մեր աղբյուրը հայտնում է, որ Անդրանիկ Քոչարյանը երբ Վաղարշակ Հարությունյանին առաջարկել է իրեն «բրթել նախարար», բառացի ասել է՝ «Վաղո, դու այդտեղ չես գնում Նիկոլի հրամանները կատարելու, ամեն բան ինձ հետ ես ճշտելու, եթե համաձայն չես, դու չես լինի, ուրիշին նշանակել կտամ»։

Այդպիսով ստացվում է, որ Անդրանիկ Քոչարյանն է որ համակարգում է Պաշտպանության ոլորտը, պատերազմից հետո, իսկ իրականում Անդրանիկ Քոչարյանը մեծ հետաքրքրություններ ունի, ոչ միայն ազդեցության մասով, այլ ավելի շատ «փող բռնելու» և գնումներից «ատկատ» ստանալու առումով։
