Զբաղվածության պետական գործակալությունը գործազուրկներից ավելի թանկ է նստում պետության վրա. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Աշխատանքի և սոցիալական հարցերի նախարարությունը տեղեկացնում է, որ այս տարվա առաջին եռամսյակի դրությամբ Զբաղվածության պետական գործակալության տարածքային կենտրոններում հաշվառված աշխատանք փնտրողների թիվը կազմել է 96200 հազար մարդ, որից 62300–ը կանայք են, 22300–ը` երիտասարդներ: Տարածքային կենտրոնների կողմից հավաքագրվել է 1328 թափուր աշխատատեղ, իսկ կենտրոնների աջակցությամբ աշխատանքի է տեղավորվել 1159 աշխատանք փնտրող: Թվերը, որոնք թեև պաշտոնական են, սակայն խիստ անհավանական են թվում:

Պաշտոնական տեղեկատվության համաձայն՝ շուրջ 950 անձ ընդգրկված է 2016 թ. Զբաղվածության պետական կարգավորման ծրագրի շրջանակներում իրականացված և դեռևս շարունակվող ծրագրերում, իսկ 2017–ի 1–ին եռամսյակում իրականացված «Աշխատաշուկայում անմրցունակ անձանց աշխատանքի տեղավորման դեպքում գործատուին միանվագ փոխհատուցման տրամադրում» ծրագրում ընդգրկվել է 264 անձ: Այս ծրագրի նպատակն է աշխատաշուկայում անմրցունակ անձանց հնարավորություն ընձեռել աշխատավայրում ձեռք բերել աշխատանքային ունակություններ և կարողություններ՝ այդպիսով ապահովելով նրանց կայուն զբաղվածությունը:

Աշխատաշուկայում անմրցունակ անձանց աշխատանքային ունակությունների և կարողությունների ձեռքբերման նպատակով ծրագրում ընդգրկված մեկ անձի համար գործատուին տրամադրվել է միանվագ փոխհատուցման գումար՝ 200000 ՀՀ դրամի չափով: Ծրագրի առավելագույն տևողությունը 1 տարի է եղել, իսկ սեզոնային աշխատանքի դեպքում այն կազմել է առնվազն 12 ամիս:

2017 թ.–ին ավելացել է առանձին ծրագրերում ընդգրկման ենթակա շահառուների և դրանց իրականացմանն ուղղված ֆինանսական միջոցների չափը: Անմրցունակ անձանց աշխատանքի տեղավորման դեպքում «Գործատուին միանվագ փոխհատուցման տրամադրում» ծրագրի համար 2017 թ.–ին նախապես պլանավորված 751 շահառուի փոխարեն նախատեսվում է ծրագրում ընդգրկել 4500 շահառուի, իսկ «Ձեռք բերած մասնագիտությամբ մասնագիտական աշխատանքային փորձ ձեռք բերելու համար գործազուրկներին աջակցության տրամադրում» ծրագրում նախատեսված 477–ի փոխարեն՝ 1200 առաջին անգամ աշխատաշուկա մտնող երիտասարդի:

Ներկայացված տպավորիչ թվերից տպավորություն է ստեղծվում, թե այս ամենի արդյունքում պետք է որ մեծ թվով մարդիկ վաղուց կայուն աշխատանք ունենային կամ աշխատանքային փորձ ձեռք բերած լինեին: Բայց այդ դեպքում հարց է ծագում, թե ինչու են մարդիկ նման ծրագրերի մասին դրանց ավարտից հետո միայն իմանում:
