Ռուս խաղաղապահները թուրքերի հետ նոր «Կոլցո օպերացիա՞» են սկսում

Վերջին օրերին Արցախում երեք միջադեպ եղավ․ Դադիվանք ուխտավորներին թույլ չտվեցին մտնել, արգելեցին արտասահմանցի լրագրողների մուտքը Արցախ, պահանջեցին Նժդեհի արձանի ապամոնտաժումը Մարտունիում։ Պարզվեց, որ եթե նախկինում ռուս խաղաղապահները ադրբեջանական կողմին էին փոխանցում Դադիվանք ուխտավորների քանակը, ապա հետայսու պետք է ներկայացնեն անվանական ցուցակը։

 

Ինչ վերաբերում է լրագրողների հետ կապված միջադեպին, Արցախի ԱԳ նախարար Դավիթ Բաբայանը Ազգային ժողովում հետեւյալ պարզաբանումն է տվել․ «Մենք շարունակում ենք մուտքի վիզաներ տրամադրել այն երկրների քաղաքացիներին, որոնք պետք է ստանան համապատասխան թույլտվություն: Բացի այդ, կան երկրներ, որոնց քաղաքացիների համար մուտքի վիզա ստանալու պահանջ չկա, սակայն  պարտադիր պետք է, որպեսզի ներկայանան Հայաստանի Հանրապետությունում Արցախի մշտական ներկայացուցչություն և ստանան համապատասխան փաստաթուղթ, որով թույլատրվում է նրանց մուտքն Արցախ: Այդ գործընթացն առավել կանոնակարգելու անհրաժեշտությունը պայմանավորված է ռուս խաղաղապահների այն մտահոգությամբ, ըստ որի հնարավոր է Արցախ ներթափանցեն որոշ ահաբեկչական տարրեր: Եթե, Աստված մի արասցե, նրանց հաջողվի Արցախում որևէ գործողություն իրականացնել, ապա այդ պատասխանատվությունը նաև ռուս խաղաղապահ առաքելության տիրույթում է: Այս համատեքստում մուտքի գործընթացը պետք է առավել կանոնակարգվի: Պահանջվում է, որպեսզի այցելությունից առաջ օտարերկրյա քաղաքացիները ներկայանան ՀՀ-ում Արցախի ներկայացուցչություն, որից հետո տվյալները կփոխանցվեն մեզ, իսկ մեկ օր առաջ՝ նաև ռուս խաղաղապահներին: Նրանք առավել մեծ հնարավորություններ ունեն պարզելու՝ տվյալ անձը ընդգրկվա՞ծ է, արդյոք, որևէ ահաբեկչական խմբավորման մեջ, թե ոչ»:

 

Բացատրությունը բավական երկիմաստ է, նկատի առնելով բազմաթիվ հանգամանքներ։ Նախ, Ռուսաստանի ներկայիս բարդ հարաբերություններն Արեւմուտքի հետ, եւ Մոսկվա-Բաքու-Անկարա եռյակի ջանքերը Մինկսի խմբի գործունեությունը չեզոքացնելու ուղղությամբ։ Սեպտեմբերի 27-ից առաջ եւ հետո Արցախ էին այցելում արեւմտյան երկրների, եվրոպական կառույցների պաշտոնական ներկայացուցիչներ, ինչը մի կողմից Արցախի ճանաչման ակտ էր, մյուս կողմից թույլ էր տալիս ճեղքել տեղեկատվական եւ քաղաքական շրջափակումը։

 

Մյուս կարեւոր հանգամանքը թուրքերի վերաբերմունքն է հայկական սփյուռքին, ավելի ճիշտ՝ վախերը հայկական սփյուռքի լոբբիստական ու պահանջատիրական հնարավորություններից, ինչի վերաբերյալ բազմիցս արտահայտվել են Էրդողանը եւ Ալիեւը։

Հաջորդ էական պահը «ահաբեկիչներն» են, ավելի ճիշտ՝ թե ռուսներն ու թուրքերն ում են համարում ահաբեկիչներ։ Օրինակ, այդպիսիք են հայտարարվել հայաստանցի զինծառայողները Հադրութի հայկական վերահսկողության բնագծերում, Բաքուն ահաբեկիչ է համարում սփյուռքահայերին, եւ այդպես շարունակ։ Իր հերթին, Մոսկվան Լավրով-Չավուշօղլու դեկտեմբերյան բանակցությունից հետո փաստացի հայտարարեց, որ Մերձավոր Արեւելքից տեղափոխված վարձկան-ահաբեկիչներն այլեւս խնդիր չեն։
