Հայ-ադրբեջանական վեց կետանոց հուշագիրն իրական փաստաթուղթ է, դրա մասին իմացել եմ դեռ հունվար ամսին. Կապանի քաղաքապետ

Հայ-ադրբեջանական վեց կետանոց հուշագիրն իրական փաստաթուղթ է։ Այս մասին «Երկիր մեդիա» հեռուստաընկերության «Երկրի հարցը» հաղորդաշարի ընթացքում ասել է Կապանի քաղաքապետ Գեւորգ Փարսյանը։

«Հայ-ադրբեջանական վեց կետանոց հուշագիրն իրական փաստաթուղթ է։ Ես դրա մասին իմացել եմ դեռ հունվար ամսին։ Եթե դա պատգամավորների համար սովորական փաստաթուղթ  է, ապա մեզ համար այն մեծ նշանակություն ունեցող փաստաթուղթ է։ Դա չի կարող սարքված լինել, որովհետեւ մնացած կետերն այժմ կյանքի են կոչվում։ Կետ առ կետ իրականացվում է հուշագրին համաձայն։ Այսինքն՝ Գորիս-Դավիթ Բեկ, Կապան-Ճակատեն ճանապարհահատվածները կարգավորվում են ըստ կնքված համաձայնագրի։ Նոյեմբերի 9-ին կնքված փաստաթղթից հետո կնքվել է այս փաստաթուղթը, որում հստակ ասվում է, որ դեկտեմբերի 18֊ին մեր համար նպաստավոր դիրքերից, որոնք ունեինք մինչեւ  նոյեմբերի 9-ը, պետք է ետ քաշվենք։ Սահմանների մասով այդ հուշագրում ոչինչ չկա»,- նշեց Փարսյանը։

Գեւորգ Փարսյանը հայտնեց, որ տարբեր ճանապարարհահատվածներում ադրբեջանցիները տեղադրել են ցուցանակներ, որոնք հետագայում օգտագործել են ի շահ իրենց եւ դիրքավորվել առավել նպաստավոր դիրքերում.

«Կապան-Ճակատեն ճանապարահատվածում հունվարի 22-ին տեղադրվեց ցուցանակ ադրբեջանցիների կողմից։ Իհարկե սադրիչ գործողություններ են։ Քանի որ մեր քաղաքացիները չէին կարող անտարբեր անցնել, փչացրին ցուցանակը։ Եվ ստացվեց այնպես, որ ադրբեջանցիները, ի պաշտպանություն իրենց գույքի, վերադիրքավորվեցին, այսինքն՝ դիրքավորվեցին ճանապարհի մյուս մասում՝ ավելի բարձր հատվածում, եւ ճանապարհի այդ հատվածն ամբողջությամբ անցավ նրանց դիտարկման ներքո։ Այս ամենը շատ մտահոգիչ է։ Մենք խոսել ենք Մարդու իրավունքների պաշտպանի հետ հաճախի լսվող կրակոցների վերաբերյալ, որոնք մտահոգել են մեր բնակիչներին։

Միանշանակ չի կարելի ասել, որ դիպուկահարը յուրաքանչյուրին կարող է խոցել իրենց տան մոտ, դա ավելի շատ փոխաբերական իմաստով է ասված։ Բայց այժմ ադրբեջանցիների տիրապետության տակ է գտնվում մեր հիմնական մայրուղին, օդանավակայանը եւ շատ բնակավայրեր։ Գյուղական բնակավայրերից 16-ն իրենց դիտարկման ներքո է։ Եթե ուզեն գյուղացիների համար խնդիրներ ստեղծել, կստեղծեն»։

Ըստ Գեւորգ Փարսյանի՝ կնքված հուշագրից տեղյակ չեն եղել նաեւ ՊՆ գեներալները. «Այդ կնքված հուշագիրը կարգավորում է, որ ադրբեջանցիներն էլ կարող են օգտվել այդ ճանապարհից, իհարկե, նախօրոք տեղյակ պահելով, բայց դա չի վերաբերվում Կապան-Գորիս ճանապարհահատվածին։ Այդտեղ ադրբեջանցիները որեւէ կերպ չեն կարող օգտվել։ Բայց եղել են դեպքեր, երբ Գորիս-Դավիթ Բեկ ճանապարհահատվածում ադրբեջանցիները երթեւեկել են առանց ռուս սահմանապահների ուղեկցության, որոնք արձանագրվել են նրանց կողմից եւ կանխվել։
