Բայդենն ու դեմոկրատ կոնգրեսականներն առաջ են քաշել 1,9 տրլն դոլարի COVID-19-ի օգնության փաթեթը

ԱՄՆ նախագահ Ջո Բայդենը եւ Կոնգրեսում նրա դաշնակից դեմոկրատները ուրբաթ առաջ են քաշել COVID-19  համավարակի ժամանակահատվածում 1,9 տրլն դոլարի օգնության փաթեթը, երբ օրենսդիրները հավանություն են տվել բյուջեի ծրագրին, որը նրանց թույլ կտա առաջիկա շաբաթներին Բայդենի ծրագիրը կատարել առանց հանրապետականների աջակցության, հայտնում է Reuters-ը: 

Ներկայացուցիչների պալատը բյուջեի նախագծին հավանություն է տվել 219 ձայն ընդդեմ 209-ի հարաբերակցությամբ՝ Սենատի կողմից նախնական քվեարկության արդյունքներով հավանություն տալուց հետո:

Ներկայացուցիչների պալատի խոսնակ Նենսի Փելոսին կանխատեսել է, որ Կոնգրեսը COVID-19-ի օգնության մասին վերջնական օրենքը, հավանաբար, կընդունի մինչեւ մարտի 15-ը, երբ լրանում է գործազրկության սոցիալական նպաստների գործողության ժամկետը, որոնք հավելվել էին համավարակի ժամանակ:

Ջո Բայդենը եւ դեմոկրատները Սպիտակ տանը հանդիպման ժամանակ հայտարարել են, որ իրենք ցանկանում են հնարավորինս արագ գործողության մեջ դնել օգնության զանգվածային փաթեթը, որ հաղթահարեն համավարակը, որը խլել է ավելի քան 450 հազար ամերիկացիների կյանքերը եւ գործազուրկ է դարձրել երկրի միլիոնավոր բնակիչների:

Բայդենը հայտարարել է, որ ինքը հանրապետականների հետ փոխզիջումների համար բաց է այնքան ժամանակ, քանի դեռ նրանք չեն դանդաղեցնում գործընթացը:

«Եթե ես հիմա ստիպված եմ ընտրություն կատարել այդքան սաստիկ տուժած ամերիկացիների օգնություն ստանալու եւ երկարատեւ բանակցությունների միջեւ... դա դյուրին ընտրություն է: Ես կօգնեմ ամերիկացի ժողովրդին, որը հիմա ցավ է ապրում»,- ասել է նա:

ԱՄՆ նախագահի խոսքով՝ աշխատաշուկայում պահպանվող թուլությունը, որը հաստատվել է ուրբաթ հրապարակված տվյալներով, ապացուցել է ագրեսիվ գործողությունների անհրաժեշտությունը:

Հանրապետականները ներկայացրել էին 600 մլրդ դոլարի օգնության փաթեթ, ինչը կազմում է դեմոկրատների ծրագրի մեկ երրորդից պակաս: Նույնիսկ որոշ դեմոկրատներ, ինչպես նախկին նախագահ Բարաք Օբամայի տնտեսական հարցերով խորհրդական Լարի Սամերսը նախազգուշացրել էին, որ Բայդենը կարող է չափազանց շատ ծախսել:

Բյուջետային որոշումը դեմոկրատներին թույլ է տալիս Բայդենի ծրագիրը Սենատում ընդունել պարզ մեծամասնությամբ՝ 60 ձայնի փոխարեն, որ անհրաժեշտ է օրենքների մեծամասնության համար: Սա նշանակում է, որ դեմոկրատները, որոնք 100 տեղանոց պալատում վերահսկում են 50 տեղ, հանրապետականների ձայների կարիքը, հավանաբար, չեն ունենա:

Սենատը գիշերային նիստում դեմ է քվեարկել պալատի դաշնային նվազագույն աշխատավարձը ժամում 7,25 դոլարից մինչեւ 15 դոլար անհապաղ բարձրացնելուն: Սենատորներն աջակցել են նաեւ միջնորդությանը, որը կոչ է անում մինչեւ 1400 դոլարի ուղիղ վճարումներ կատարել:
