Կարապետյանին կկրճատեն

Օրերս վարչապետ Կարեն Կարապետյանը մի յուրօրինակ նախաձեռնությամբ հանդես եկավ. հայտարարեց կառավարության՝ արտակարգ ռեժիմին անցնելու մասին, ու հիմա նախարարները ստիպված են լինելու աշխատել առնվազն 10-12 ժամ: Թե հատկապես ինչը կարող էր ստիպել Կարապետյանին սեփական ենթականերին դնել ուժեղացված ռեժիմի տակ, առաջին հայացքից կարող է այնքան էլ հասկանալի չլինել: Բայց դա ընդամենը առաջին հայացքից:

Երբ Կարապետյանը նոր-նոր էր ստանձնում ՀՀ վարչապետի պաշտոնը, բոլորը խոսում էին այն մասին, որ շուտով Հայաստանի տնտեսությունը նոր շունչ ու կյանք է ստանալու. դրա համար շատերն իրական նախապայմաններ էին տեսնում՝ առաջին հերթին հաշվի առնելով Կարապետյանի աննախադեպ էնտուզիազմը: Անցան, սակայն, ամիսներ, ու բոլորի համար պարզ դարձավ, որ սովորական էնտուզիազմն ու աշխարհընկալման յուրահատուկ կերպը բնավ էլ բավարար նախապայմաններ չեն՝ Հայաստանի պես երկրում հասնելու իրական տնտեսական տեղաշարժերի, ու այդ անելու համար ավելին է հարկավոր, քան ԱՎԾ կողմից պարբերաբար հրապարակվող գեղեցիկ, բայց իրենց հիմքում ոչինչ չունեցող թվերը: Ու հիմա Կարապետյանը կանգնած է փաստի առաջ. մի կողմից նա այս ամիսների ընթացքում չի կարողացել ցույց տալ որևիցե էական արդյունք, մյուս կողմից էլ՝ կարծես չի պատրաստվում կամովին հրաժարվել սեփական քաղաքական ամբիցիաներից. 2018թ-ից հետո ևս վարչապետ մնալու հավակնությունները գոնե առայժմ մնում են:

Հետևաբար՝ Կարապետյանը ստեղծված իրավճակից ընդամենը մեկ ելք ունի՝ ապացուցել բոլորին սեփական օգտակարությունն երկրին, ինչն անելու համար նախ հարկավոր է տնտեսությունը գոնե մի փոքր զարգացնել ու համոզել, որ միակ բանը, որն իրականում իրեն անհրաժեշտ է տնտեսությունն առաջիկայում ոտքի կանգնեցնելու համար, ժամանակն է:

Սակայն առանձնապես գերբնական ունակությունների տեր լինել պետք չէ՝ հասկանալու համար, որ վարչապետն այդ ժամանակը ոչ միայն չի ունենալու, այլև տալու է թվացյալ օբյեկտիվ հիմքեր՝ իրեն խաղից դուրս թողնելու համար. դժվար թե գտնվի մեկն, ով կկարողանա պնդել, թե տնտեսության վատթար վիճակը գալիս է բացառապես Կարապետյանից կամ նրա կառավարության անգործությունից: Ցավոք, այնպես չեն տնտեսության հերն անիծել, որ հնարավոր լինի այն ասենք մի քանի ամսում կամ նույնիսկ մի քանի տարում վերականգնել, ինչը հասկանալի է բոլորին, սակայն, ինչը ոչ բոլորն են ցանկանում խոստովանել՝ ելնելով քաղաքական նպատակահարմարությունից:

Կարապետյանի համար իսկական փրկօղակ կարող էր դառնալ, թերևս, ռուսահայ որոշ մեծահարուստների կողմից արվելիք ներդրումները,բայց դատելով այս հարցում տիրող մեռելային լռությունից' վերջիններս առանձնապես չեն շտապում ծաղկեցնել ՀՀ տնտեսությունը:

Ինչպես էլ դասավորվի Կարապետյանի քաղաքական ճակատագիրը, մի բան անհերքելի է մնում. նա կարողացավ փայլուն կերպով իրականացնել իր հիմնական գործառույթը՝ յուրատեսակ հմայք հաղորդելով Հանրապետական կուսակցությանը քաղաքական առումով վճռորոշ այս ժամանակաշրջանում, ու նրանից սրանից ավելին ոչ ոք չէր էլ ակնկալում: Իսկ դա նշանակում է մեկ բան՝ Մավրն արեց իր գործը, Մավրը պետք է հեռանա. կեցցե՛ մեծ դասականը…
