Շուշիի մասին վարչապետի ելույթն ամբողջովին խեղաթյուրվել է. Ռուբեն Ռուբինյան

Վարչապետի ելույթն ամբողջովին խեղաթյուրվել է եւ խեղաթյուրված է ներկայացվել եւ՛ մամուլում, եւ՛ տարբեր ընդդիմադիր քաղաքական գործիչների խոսքում։ Այս մասին, այսօր՝ հունվարի 22-ին, ԱԺ-ում լրագրողների հետ ճեպազրույցում ասաց ԱԺ «Իմ քայլը» խմբակցության պատգամավոր Ռուբեն Ռուբինյանը։

«Ընդհանրապես, այդ հարցուպատասխանի թեման չի եղել Շուշիի հայկական կամ ադրբեջանական լինելը։ Շուշին պատմական հայկական քաղաք է, եւ դա պատմագիտական փաստ է։

1987 թվականի դրությամբ Շուշիի բնակչության մոտ 90 տոկոսը կազմել են ադրբեջանցիները, հետեւաբար, ենթադրյալ վերադարձի դեպքում շուշիի բնակչությունը պետք է 90 տոկոսով դառնար ադրբեջանական: Վարչապետը հետադարձ հարց է ուղղել՝ արդյոք եթե ես համաձայնեի Շուշի փախստականների վերադարձին, որ բնակչությունը 90 տոկոս ադրբեջանական դառնար, այդ պայմաններում արդյո՞ք Շուշին շարունակելու էր մնալ հայկական։ Երբ հռետորական հարց էր ուղղում՝ 90 եւ ավելի տոկոս ադրբեջանական բնակչություն ունեցող Շուշին այդ կարգավիճակի բերումով արդյո՞ք իր համաձայնելու դեպքում հայկակա՞ն էր լինելու, ես կարծում եմ, որ ոչ: մանավանդ, որ չէր ֆիքսվում Արցախի կարգավիճակը, դա բերելու էր նրան, որ Շուշին անցնելու էր ադրբեջանական վերահյսկողության տակ»,-ասաց նա։

Ռուբինյանը հավելեց, որ վարչապետը չի մերժել փախստականների, այդ թվում Շուշի վերադարձի հարցը. «Նա համաձայնել է այն պայմանով, որ դա կարգավիճակի հարցի առնվազն ճշգրտման հետ համընթաց: Համաձայնեք, որ մի բան է, երբ փախստականները վերադառնում են, երբ ոչ միջանկյալ կարգավիճակ կա ֆիքսված, ոչ կա վերջնական կարգավիճակի ֆիքսման առնվազն մեխանիզմ, մեկ այլ բան է, որ դա տեղի է ունենում այդ պայմաններում»,-ընդգծեց նա:

Հարցին՝ արդյո՞ք փախստականների վերադարձի դեպքում Շուշին այդուհանդերձ, հայկական վերահսկողության ներքո չէր լինելու, Ռուբինյանը պատասխանեց հարցով․ «1992 թվականի սկզբին Շուշին արդյո՞ք հայկական վերահսկողության ներքո էր։ Ոչ, Շուշին ազատագրվեց 1992-ից հետո։ 90 եւ ավելի տոկոս ադրբեջանական բնակչություն ունեցող Շուշին 1992-ի սկզբին հայկական վերահսկողության ներքո չէր, չնայած այն փաստին, որ այն եւ՛ նախկին ԼՂԻՄ-ի կազմում էր, եւ՛ Արցախի»,-ասաց նա։

Հարցին՝ հետահայաց անելով՝ այդ որոշումը սխա՞լ է եղել, թե՞ ոչ, Ռուբինյանն արձագանքեց․ «Իմանալով արդեն պատերազմի արդյունքը՝ անշնորհակալ գործ է գնահատել՝ սխա՞լ որոշում էր, թե՞ ոչ։ Կա մի փաստ՝ պատերազմի արդյունքը լավը չէ։ Իմ գնահատականը հետեւյալն է՝ եղել է իրավիճակ, երբ կա՛մ երաշխավորված պետք է կորցնեինք Շուշին, կա՛մ կարող էինք պայքարել դրա համար, մենք պայքարել ենք»։

Ռուբինյանն ընդգծեց, որ ընդդիմության մի զգալի հատված գիտակցաբար խեղաթյուրել է վարչապետի խոսքերը:
