Առանց հետընտրական հանրահավաքների. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Ապրիլի 2–ին կայացած խորհրդարանական ընտրությունները փաստացի կարող ենք գնահատել աննախադեպ մի շարք պատճառներով։

Ըստ էության կարելի է ասել, որ վերջին 10 տարվա ընթացքում խորհրդարանական ընտրություններին առաջին անգամ չհաջորդեցին հետընտրական գործընթացներ ու զարգացումներ։ Ընտրություններին մասնակցող գրեթե բոլոր քաղաքական ուժերն իրենց համաձայնությունը հայտնեցին արդյուքների վերաբերյալ։ Քաղաքական ուժերի կողմից նման դիրքորոշում եղել էր 1999 թվականի խորհրդարանական ընտրություններից հետո, սակայն 1999–ին իրավիճակը փոքր–ինչ այլ էր, քանի որ Վազգեն Սարգսյանի և Կարեն Դեմիրճյանի Միասնություն դաշինքը իրավամբ վստահության քվե էր ստացել, ինչը բացառում էր հետընտրական գործընթացը։
Անցած խորհրդարանական ընտրությունների շուրջ քաղաքական ուժերի գրեթե միասնական դիրքորոշումը սակայն, միանշանակ չէ, քանի որ չնայած արդյունքները չեն վիճարկվում, այդուհանդերձ տարբեր քաղաքական ուժեր շեշտում են, որ գործընթացում տեղ են գտել ընտրակաշառքները, վարչական ռեսուրսի լայն կիրառումն ու քաղաքացիների ազատ կամարտահայտման խոչընդոտումները։
Նման պայմաններում արդեն իսկ հարց է ծագում, թե արդյոք հետընտրական զարգացումների բացակայությունը պայմանավորվա՞ծ է այս խախտումներով հանդերձ, ընտրությունների որակական բարձր մակարդակով, թե արտահայտում է հասարակական անտարբերությունը։ Սա բավական լուրջ խնդիր է, քանի որ հասարակության իներտությունը կարող է վտանգել ընդհանրապես երկրի անվտանգությունն ու զարգացման երաշխիքները։
Միաժամանակ հետընտրական զարգացումների բացակայությունը կարող է վկայել այն մասին, որ հայաստանյան քաղաքական դաշտում ընթանում է այսպես ասած ռացիոնալիզացիայի գործընթաց, քանի որ բոլոր նախորդ ընտրություններին հաջորդ հետընտրական գործընթացներն ըստ էության արդյունք չեն տվել, և ավելի են խորացրել հասարակական հիասթափությունն ու անտարբերությունը քաղաքական գործընթացների նկատմամբ։ Արդյոք ներկայում առկա դրությունը առավել բնականոն ընթացքի մե՞ջ է դնում երկրում հասարակական–քաղաքական գործընթացները, թե ոչ, սա այն խնդիրն է, որը պահանջում է իր պատասխանը երկրում առողջ մթնոլորտ ձևավորելու ճանապարհին։
Վերջապես պետք է շեշտել նաև, որ որևէ արդյունքի չբերող հետընտրական գործընթացները հիմնականում ջլատում էին հանրության քաղաքական և քաղաքացիական ակտիվությունը և յուրօրինակ բուֆեր դառնում ընդդիմադիր կամ բողոքական տրամադրությունների տարրալուծման համար։ Այս տեսանկյունից հետընտրական գործընթացներն ստանում էին գոլորշի բաց թողնելու էֆեկտ և, որքան էլ տարօրինակ կարող է հնչել, ամբողջությամբ ծառայում էին ձևավորված իշխանության շահերին։
Որպես կանոն նման զարգացումներից հետո առաջ էր գալիս հանրային ապատիա, ինչի հետևանքով էլ հասարակությունը իշխանության նկատմամբ դադարում էր լինել պահանջատեր՝ սրանից բխող բոլոր հետևանքներով։ Այս առումով թերևս նշենք, որ անցած ընտրությունների ֆոնին, հայաստանյան հասարակական–քաղաքական կյանքում հնարավորություն է ստեղծվել սկսել և ձևավորել հասարակություն–իշխանություն հարաբերությունների որակապես նոր մակարդակ։
