«Եվրոպական Միությունը չի ցանկանում դուրս մնալ տարածաշրջանային հետագա զարգացումներից». Արմեն Աշոտյան

ՀՀԿ փոխնախագահ Արմեն Աշոտյանը ֆեյսբուքյան իր էջում գրում է. 

Եվրոպական խորհրդարանը երեկ ընդունել է «Ընդհանուր անվտանգային ու պաշտպանական քաղաքականություն (CSDP)» եւ «Ընդհանուր արտաքին և անվտանգային քաղաքականություն» (CFSP) տարեկան զեկույցները:
Այդ երկու ծավալուն բանաձեւերում առանձին անդրադարձ է կատարվում Արցախյան հակամարտությանը։
 
Մի շարք հանգուցային դիտարկումներ.
 
1. Փաստաթղթերում խիստ դատապարտվում է Թուրքիայի ներգրավվածությունը այդ պատերազմին, Ադրբեջանին ցուցաբերված ռազմական աջակցությունից մինչեւ վարձկանների հավաքագրում։
2. Ընդգծվել է, որ հարատև կարգավորումը դեռ գտնված չէ, եւ խաղաղության հասնելու տարածաշրջանի ապագա իրավական կարգավիճակի որոշման գործընթացը պետք է իրականացվի ԵԱՀԿ Մինսկի խմբի համանախագահության շրջանակներում և հիմնված լինի վերջինիս Հիմնարար սկզբունքների վրա:
3. Անհասցե, բայց խիստ քննադատել է խաղաղ բնակչության և քաղաքացիական ենթակառուցվածքների, սրբավայրերի թիրախավորումը, կասետային զինատեսակների օգտագործումը։
4. Կոչ է արել ապահովել հայկական բնակչության և հայկական մշակութային ժառանգության անվտանգությունը Լեռնային Ղարաբաղում։
5. Խիստ կարեւորվել է պատշաճ ուսումնասիրության ենթարկել պատերազմական բոլոր հանցագործությունները և պատասխանատվության ենթարկել մեղավորներին, կոչ է արվել թույլ չտալ ԼՂ-ում պատերազմական հանցագործությունների և ԼՂ հակամարտությունում արգելված զինատեսակների կիրառման անպատժելիությունը։
Հիմնական հետեւությունները.
✅ Եվրոպական Միությունը չի ցանկանում դուրս մպալ տարածաշրջանային հետագա զարգացումներից։
✅ Այս համատեքստում բանալիներ են հանդիսանում ԵԱՀԿ Մինսկի խումբը եւ Արցախի կարգավիճակի հարցը։
✅ Թուրքիայի նկատմամբ ԵՄ ընդհանուր լարվածությունը թույլ է տվել այդ երկրի մասով արտահայտվել առավել խիստ ձեւակերպումներով նաեւ Արցախյան համատեքստում։
✅Բուն պատերազմի մասով Ադրբեջանին ուղղակի մեղադրանքներ չկան, արվում են ընդհանուր կոչեր եւ գնահատականներ՝ ուղղված երկու կողմերին։
✅Ռուսաստանի դեմ արտահայտված խանդի մեծ եւ ուղղակի տեսարաններ այս պահին բացակայում են։
✅Հայաստանը պարտավոր է գործի դնել միջազգային հետաքննչական մեխանիզմները պատերազմական հանցագործությունների փաստագրման եւ մեղավորներին պատժելու համար։ Սա կարող է սպառնալոք դառնալ ապագայում Ալիեւի գլխին։
✅Հայաստանը պարտավոր է, պահպանելով Ռուսաստանի հետ անկյունաքարային համագործակցությունը, ԵՄ-ի հետ այս հարցերով կառուցել բացառապես շահերի համադրման քաղաքականություն եւ չներքաշվել ՌԴ-ի դեմ հնարավոր հակադրության թակարդը։
Այս օրակարգը կարող է կյանքի կոչվել միայն նոր իշխանության դեպքում։
