Ինչո՞ւ է աղմկում Բագրատյանը

Պատգամավորի բարձրացրած աղմուկը հասկանալի է: Խորհրդարանում իրեն ասել են, որ իր ղեկավարած հանձնաժողովը լավ չի աշխատում, մարդը պետք է փորձի արդարանալ, պարզ է, բայց ու՞մ միջոցով։ Դե, իհարկե, որեւէ հնչեղ պաշտոնյայի անունը տալով, քաղաքական մանիպուլյացիայի հայտնի հնարք է դա և ուրեմն, Դավիթ Անանյանից ավելի հարմար անուն դժվար էլ գտնվեր այս պարագայում: Եւ ի՞նչ է ստացվում: Ստացվում է այն, որ շրջանառելով տեղեկատվությունը, թե գիտե՞ք իմ ղեկավարած հանձնաժողովը ուզեցել է աշխատել բայց կառավարության կառույցներից, օրինակ, ՊԵԿ-ի նախկին ղեկավարին կանչել ենք հանձնաժողովի նիստերին, նա չի ներկայացել` շատ հարմար փաստարկ է «ապացուցելու» հանրությանը և ԱԺ իշխող ուժին, որ ոչ թե թերացել է հանձնաժողովն իր գործառույթների կատարման հարցում, այլ ուղղակի զրկված է եղել «գործ» անելուց: Սա պատգամավոր Բագրատյանի մարտավարություն է:

Բայց հարցը մի փոքր ավելի մանրամասն դիտարկելու պարագայում շատ պարզ է դառնում, որ եթե ժամանակին ենթադրենք, իրոք, ՊԵԿ նախագահ Դավիթ Անանյանը չի ներկայացել հանձնաժողովի նիստին (թեեւ նախկին պաշտոնյան արդեն առիթ ունեցել է հրապարակավ արձագանքելու այս թեմային), ո՞րն էր Անանյանի հրաժարականից հետո առնվազն 7 ամիս տեւողությամբ հարցի առնչությամբ որեւէ անգամ ՊԵԿ կառույցին չդիմելու հանձնաժողովի շարժառիթը։ Այսինքն, Բագրատյանի նպատակը բացառապես եղել է Դավիթ Անանյանին ԱԺ կանչե՞լը, թե ՊԵԿ նախագահի հետ որեւէ հարցի առնչությամբ քննարկում ունենալը։ Առնվազն տարօրինակ է սա, համաձայնեք: Չէ՞ որ ՊԵԿ –ը Անանյանից հետո 7 ամիս շարունակ արդեն այլ ղեկավար ունի և կառույցը բաց է բոլոր քննարկումների համար: Եթե իրոք կար աշխատելու ցանկություն՝ ինչու՞ այս ընթացքում պատգամավորը կամ նրա ղեկավարած հանձնաժողովը չի դիմել ՊԵԿ –ին մասնագետ հրավիրելու առաջարկով և այդչափ «կարեւոր» խնդրի քննարկումը կազմակերպելու համար: Անհասկանալի է առնվազն այս մոտեցումը, որը չի կարելի բնութագրել ոչ այլ կերպ, քան անգործություն հանձնաժողովի կողմից: Անանյանի հետ չկայացած հանդիպումը չի կարող դիտարկվել որպես հանձնաժողովի փրկության օղակ, սա շատ կարեւոր է, որ հանրությունն ընկալի:

Անանյանի գնալով ՊԵԿ –ը չի փակվել, ամենեւին, կառույցը շարունակում է ակտիվ գործունեությունը և թերեւս ամենաաշխատունակ կառույցներից մեկն է այսօր, եթե ոչ միակն այս կառավարությունում: Պատգամավորի` հանրությանը ենթադրյալ ապացույցներ, հեռախոսային զանգերի ժամանակացույցի կամ գրավոր հարցման հրավերի տեսքով ներկայացնելու քայլերն անհեթեթ են, քանի որ Անանյան Դավիթը հրապարակավ նշել է, որ պատգամավոր Բագրատյանի հետ հեռախոսազրույց չի ունեցել, անձամբ տեղյակ չի եղել նման հրավերից: Մյուս կողմից էլ, հանրության հիշողությունը թարմ է և առնվազն ծիծաղելի է մտածել, որ Անանյանը կարող էր խուսափել կամ կոմպլեքսավորվել ԱԺ գնալուց և որեւէ հարց քննարկելուց։ Նախկին պաշտոնյան մշտապես տարբերվել է նման նախաձեռնությունների հարցում իր պատրաստակամությամբ, այդ քննարկումներին իր ուղղամիտ և համառ խոսքով: Ուստի, բարձրացված աղմուկը պարզապես ձեռնտու է պատգամավոր Բագրատյանին` իր ղեկավարած կառույցի անգործությունը պարտակելու համար:
