«Ղարաբաղի զարգացման ծրագիր» առանց Ղարաբաղի․ ինչ են մտածել Մոսկվան ու Թուրքիան

Լեռնային Ղարաբաղի զրագացման հարցով եռակողմ աշխատանքային խումբը Ռուսաստանի, Հայաստանի ու Ադրբեջանի փոխվարչապետերի համանախագահությամբ մինչեւ մարտի 1-ը պետք է ներկայացնի տրանսպորտային ենթակառուցվածքների վերականգնման ու վերազինման միջոցառումների ցանկը, հայտարարել է ՌԴ ԱԳՆ պաշտոնական ներկայացուցիչ Մարիա Զախարովան։

 

«Կապահովվեն բոլոր երկրների շահերը։ Մասնավորապես, Հայաստանն Ադրբեջանի տարածքով երկաթուղային ելք կունենա դեպի Ռուսաստան ու Իրան, տրանսպորտային հաղորդակցությունները կմիավորեն Ադրբեջանը Նախիջեւանին Հայաստանի տարածքով», – ասել է Զախարովան։

 

Հետաքրքիր է, որ «Ղարաբաղի զարգացման» ծրագրում հիշատակում չկա Ղարաբաղի մասին։ Այդ միտումը նկատելի է դարձել արդեն հունվարի 11-ի հանդիպմանը, որտեղ Ղարաբաղի զարգացման «ձեւակերպման» տակ համաձայնություն է ստորագրվել, որը տարածքային ոչ մի կապ չունի Ղարաբաղի հետ։ Մարիա Զախարովան հաստատել է դա։

 

Առաջին հայացքից տարօրինակ երեւույթը հանգում է Ղարաբաղի ռազմական-ռազմավարական նշանակությանը, որը Հայաստանում չեն գիտակցել ու չեն էլ փորձում գիտակցել։ Ղարաբաղը խանգարո՞ւմ էր Թուրքիային ու Ադրբեջանին «հաղորդակցությունների կառուցման եւ տարածաշրջանի բացման» համար, որը փակել էր ոչ հայկական կողմը։ Ղարաբաղը խոչընդոտ էր շրջանի ռուս-թուրքական ամբողջական վերահսկողության ճանապարհին, որից պետք էր արմատախիլ անել հայկական գործոնի ղարաբաղյան արմատը եւ կտրել նրա կապը Հայաստանի հետ։

Առանց Ղարաբաղի հետ կապի Հայաստանը մնացել է առանց արմատների։ Հիմա Հայաստանին կարելի է շրջել բոլոր ուղղություններով։

Հայաստանում իշխող ուժը եւ իշխանության հավակնություն ունեցող դաշինքը միաձայն ասում են, որ պետք է մոռանալ ռեւանշն ու համակերպվել նոյեմբերի 9-ի հայտարարությանը։ Այդ ուժերը, ըստ ամենայնի, պատրաստվում են մարտի 16-ին միանալ 1921 թվականի Մոսկվայի ռուս-թուրքական պայմանագրի 100-ամյակի տոնակատարությանը։

Տարածաշրջանում տեղի ունեցող զարգացումների ֆոնին Հայաստանում «իշխանության համար պայքարը», քաղաքական ֆիասկոն «հաղորդակցությունների բացումով» արդարացնելու փորձերը եւ ռուս-թուրքերի օրոք կուշտ կյանքի խոստումները պարզապես խղճալի տեսք ունեն։
