Հայկական Ղարաբաղ, թե «պատկանելություն Ադրբեջանին». Մոսկվայի ընտրությունը

Ռուսաստանի արտաքին գործերի նախարարի տեղակալ Անդրեյ Ռուդենկոն հունվարի 14-ին ընդունել է Ռուսաստանում ԱՄՆ դեսպան Ջոն Սալիվանին եւ Ռուսաստանում Ֆրանսիայի դեսպան Պիեռ Լեւիին՝ տեղեկացնելով նրանց հունվարի 11-ին Վլադիմիր Պուտինի՝ Իլհամ Ալիեւի եւ Նիկոլ Փաշինյանի հետ բանակցությունների արդյունքների մասին։ Տեղի է ունեցել կարծիքների հանգամանալից փոխանակություն ղարաբաղյան կարգավորման հարցով ԵԱՀԿ Մինսկի խմբի համանախագահ երկրների հետագա համատեղ ջանքերի վերաբերյալ, նշված է Ռուսաստանի ԱԳՆ հաղորդագրությունում։

 

Դրանից մեկ օր առաջ ԵԱՀԿ Մինսկի խմբի ռուս համանախագահ Իգոր Պոպովը հրապարակել է «բարկացած» պատասխան Նիկոլ Փաշինյանի «44-օրյա պատերազմի ծագումը» հոդվածին։ Պոպովը համաձայն չէ, որ Ռուսաստանը նախկինում առաջարկել է 7 շրջան հանձնել Ադրբեջանին՝ չանդրադառնալով Ղարաբաղի կարգավիճակին։

 

Ռուսական պլանի հիմքում, ինչպես գրում է Պոպովը, «ընկած են ղարաբաղյան կարգավորման հիմնարար սկզբունքները, որոնց թվում են առաջին փուլում Ադրբեջանին 5 շրջանների վերադարձը, իսկ երկրորդում՝ երկուսը, ընդ որում, հատուկ ընդգծեմ, Լեռնային Ղարաբաղի կարգավիճակի հստակեցման հետ կապակցված»։

 

Շրջանները «վերադարձվել են», բայց Մոսկվան խուսանավում է Արցախի կարգավիճակի քննարկումից։ Վլադիմիր Պուտինը հայտարարել է, որ Ղարաբաղը «միջազգային իրավունքի տեսանկյունից Ադրբեջանի տարածք է», իսկ ՌԴ Դաշնային ժողովի նախագահ Վալենտինա Մատվիենկոն հայտարարել է․ «Լեռնային Ղարաբաղի կարգավիճակը պահանջում է լրացուցիչ բանակցություններ։ Մենք, անկասկած, հույս ենք դնում ԵԱՀԿ ջանքերի, Ֆրանսիայի, ԱՄՆ ու այլ պետությունների նախագահների ջանքերի վրա, որոնք ներգրավված են ղարաբաղյան կարգավորման գործընթացում»։

Հայաստանի արտաքին գործերի նախարար Արա Այվազյանն ասել է, որ ղարաբաղյան կարգավորման հիմքում ընկած է Արցախի ժողովրդի ինքնորոշման իրավունքը։ Հայաստանը շարունակելու է հանդես գալ Արցախի ժողովրդի ինքնորոշման ու անվտանգության իրավունքի պաշտպանության դիրքերից։ Հայաստանը պատրաստ է ԵԱՀԿ Մինսկի խմբի երկրների ու համանախագահների հովանու ներքո շարունակել ղարաբաղյան հակամարտության խաղաղ կարգավորման գործընթացը սկզբունքների ու տարրերի հիման վրա, որոնք նշված չեն նոյեմբերի 9-ի հայտարարությամբ, ասել է ԱԳ նախարարը։

ԵԱՀԿ Մինսկի խմբի ամերիկացի նախկին համանախագահ Քերի Քավանոն կարծում է, որ «եռակողմ հանդիպման դրական կողմն այն էր, որ Պուտինը պարտավորվել է աշխատել Ղարաբաղի հարցով: Անհանգստացնող կողմն այն է, որ Ալիևը գործում է այնպես, կարծես հակամարտությունը լուծված է: Դա այդպես չէ, առանցքային խնդիրները մնում են։ Անհրաժեշտ է համապարփակ կարգավորում՝ կայուն խաղաղության և բարգավաճման հիմք ստեղծելու համար»։

Մոսկվան կամ պետք է հայտարարի, որ դեմ է Արցախի կարգավիճակին, կամ էլ վերսկսի բանակցությունները Ֆրանսիայի ու ԱՄՆ հետ կարգավիճակի շուրջ։
