Ալիեւը ստորագրել է ճանաչումը

Երեկ Բաքուն հերթական անգամ խախտել է հրադադարը, Շուշիի ուղղությամբ կրակելով հայկական դիրքերի վրա եւ ծանր վիրավորելով հայ զինծառայողի: Դա տեղի է ունեցել մոսկովյան եռակողմ հանդիպումից հետո, որտեղ պաշտոնապես քննարկվել են հաղորդակցությունների բացման հարցերը, սակայն, ըստ ռուսական աղբյուրների, քննարկումներ են եղել նաեւ հայ գերիների եւ այլ «չլուծված խնդիրների» վերաբերյալ:

 

Բաքուն փորձում է հասնել նրան, որ հայկական զորքը դուրս բերվի Արցախից, դրանով պայմանավորելով գերիների հարցը: Նա գերիներին ներկայացնում է որպես դիվերսանտ-ահաբեկիչներ իր այդ պահանջը «հիմնավորելու» համար: Մյուս կողմից, գոյություն ունի ռուս խաղաղապահների մանդատի հարցը, որը Բաքուն չի ստորագրել: Խաղաղապահները ներկայում Արցախում են Հայաստանի գրավոր ու Բաքվի «բանավոր» համաձայնությամբ, եւ նկատելի է, որ գերիների հարցն օգտագործվում է նաեւ այս համատեքստում:

Երեկվա կրակոցները թերեւս ազդանշան են, որ Բաքուն շարունակելու է գերեվարելու եւ հայ զինվորներին թիրախավորելու քաղաքականությունը, հայկական զորքի դուրսբերմանը հասնելու նպատակով: Բաքուն հերթական անգամ կոպիտ խախտեց եռակողմ հայտարարությունը, միեւնույն ժամանակ նրա այդ պահանջը հակասում է եռակողմ հայտարարության այն կետին, ըստ որի՝ զորքերը կանգնում են այնտեղ, որտեղ կանգնած էին ստորագրման պահին: Դա նշանակում է, որ Բաքուն ճանաչել է հայկական բանակի ներկայությունը Արցախում:

Եռակողմ հայտարարությունը չեղարկված չէ, նշանակում է այդ կետը շարունակում է գործել: Այլ հարց է, որ Մոսկվան ու Բաքուն շատ խնդիրներ կարգավորում են բանավոր ռեժիմում, եւ այս հարցում էլ բացառություն չէ: Եթե Հայաստանի կառավարությունը չի համաձայնել այս պահանջին եւ գերիների հարցն իր հերթին չի դարձրել հայ զինծառայողներին Արցախից հանելու պատրվակ, կարող է պահանջել եռակողմ հայտարարությամբ ամրագրված կետի կատարումը:

Միեւնույն ժամանակ, խնդիրը հանգում է 30-ամյա շրջանում իրար հաջորդող կառավարությունների երեսպաշտությանը, որոնք այդպես էլ իրավական ձեւակերպում չտվեցին Հայաստան-Արցախ ռազմաքաղաքական հարաբերություններին, եթե նույնիսկ չէին ցանկանում ճանաչել Արցախի անկախությունը: Ներկայիս 17-ի ձեւաչափում գտնվող ուժերը, մասնավորապես Դաշնակցությունը, այդպես էլ չպնդեց ռազմա-քաղաքական մեծ պայմանագրի ստորագրումը, որի նախաձեռնությունը նա ստանձնել էր Երեւանում ու Ստեփանակերտում քաղաքական եւ հասարակական ուժերի քննարկումներից հետո:

Իրավունքը մեծ ուժ է, եւ դա հատկապես նկատելի է ներկայում, երբ նույնիսկ հայկական կողմի քաղաքական չգոյության պայմաններում Մոսկվան ու Բաքվուն լուրջ խնդիրների առաջ են կանգնում օրինակ Արցախի կարգավիճակի հարցում: Եթե Հայաստանում գիտակցեին իրավունքի ուժը, նույնիսկ եռակողմ հայտարարությունը կշրջեին դրա շահառուների դեմ, կլուծեին կարգավիճակի ու Արցախում զինուժի իրավական կարգավիճակի հարցը: Այդ գիտակցության դեպքում Հայաստանում չէր լինի խամաճիկ կառավարություն, 17-ի բովանդակության ձեւաչափ եւ ռուս-թուրքական քարոզչության կաղապարներում խրված մեդիա:
