ՄԻՊ-ը՝ Ադրբեջանում հայ գերիների հարցաքննությունների մասին

Հայաստանի մարդու իրավունքների պաշտպան Արման Թաթոյանը նոր արտահերթ զեկույց է ներկայացրել այն մասին, որ Ադրբեջանում հայկական կողմի գերիների հարցաքննությունների արդյունքները չեն կարող որևէ հիմք լինել նրանց քրեական հետապնդման ենթարկելու համար և չեն կարող ապացույց լինել միջազգային, այդ թվում` դատական ատյաններում: Այս մասին «Ֆեյսբուք»-ի իր էջում գրել է Հայաստանի մարդու իրավունքների պաշտպան Արման Թաթոյանը:

 

«Իրականում, շատ արժեքավոր զեկույց է (անգլերենով է): Կոնկրետ օրինակներով է:

Զեկույցը վերաբերում է Ադրբեջանում գերիների` թե´ զինծառայողների, թե´ քաղաքացիական անձանց նկատմամբ վերաբերմունքին։

Զեկույցում հատուկ շեշտադրում է արվում Ադրբեջանում նրանց հարցաքննությունների վրա՝ եզրահանգելով, որ հայկական կողմի գերիների հայտնած տեղեկությունները չեն կարող որևէ հիմք ծառայել նրանց նկատմամբ քրեական հետապնդման համար, ինչպես նաև չեն կարող ունենալ որևէ ապացուցողական նշանակություն միջազգային կառույցներում:

Մասնավորապես, արտահերթ զեկույցը ներկայացնում է ադրբեջանական զինված ուժերի դաժանությունները, որոնք ուղեկցվել են հայկական կողմի գերիներին խոշտանգելով, գործողություններ անել հարկադրանքով, նվաստացնելով և այլն:

Այս փաստերը հիմնված են զեկույցում բերված ապացույցների ու վերլուծությունների վրա, ինչը ևս մեկ անգամ հաստատում է ադրբեջանական զինված ուժերի կողմից հայկական կողմի գերիների նկատմամբ միջազգային բացարձակ պահանջներով արգելված մեթոդների կիրառման մասին:

Զեկույցի գնահատականները հիմնված են նաև Հայաստանի մարդու իրավունքների պաշտպանի սեփական փաստահավաք աշխատանքների վրա:

Բացի այդ, ուսումնասիրվել են ռազմագերիների և քաղաքացիական անձանց վերաբերմունքի և նրանց հարցաքննության հետ կապված միջազգային պահանջները և իրավական չափանիշները, օբյեկտիվ բնույթի ապացույցներ ու այլ նյութեր:

Արտահերթ զեկույցն իմ ստորագրությամբ վաղը կուղարկվի միջազգային կառույցներին, այդ թվում` Մարդու իրավունքների եվրոպական դատարան:

Շնորհակալություն եմ հայտնում իրավապաշտպան տիկին Սիրանուշ Սահակյանին` զեկույցը կազմելու ու ապացույցների վերլուծության հարցում համատեղ աշխատանքի ու արժեքավոր աջակցության համար»,- գրել է Թաթոյանը:
