Ինչ կատարվեց Մոսկվայում. Նոր մանրամասներ

«Իմ կարծիքով, իրոք, չնայած այն խնդիրներին, որոնց մասին դուք ասացիք, եւ որոնք դեռեւս մնում են չլուծված, հուսով եմ, որ, այնուամենայնիվ, կհաջողվի համաձայնության գալ բոլոր խնդիրների, այդ թվում՝ հումանիտար բնույթի հարցերի շուրջ», եռակողմ հանդիպումից ու համատեղ հայտարարության ընդունումից հետո Նիկոլ Փաշինյանին առանձնազրույցում ասել է Պուտինը:

Համատեղ հանդիպումից հետո Նիկոլ Փաշինյանը հայտարարել էր, որ հակամարտությունը լուծված չէ, Լեռնային Ղարաբաղի կարգավիճակը շարունակում է մնալ չկարգավորված հարցերից մեկը, եւ չի հաջողվել լուծել ռազմագերիների փոխանակման հարցը։

Չնայած մինչ Մոսկվա մեկնելը Նիկոլ Փաշինյանն ակնարկել էր, որ առանց ռազմագերիների հարցի լուծման հնարավոր չէ լուծել հաղորդակցությունների հարցը, մասնավորապես Հայաստանի տարածքով, այնուամենայնիվ նա ստորագրել է հայտարարության տակ, որով նախատեսվում է ստեղծել աշխատանքային խումբ՝ մասնավորապես երկաթուղու եւ ավտոճանապարհների վերանորոգման եւ նորերի կառուցման հարցով։

Այդ ճանապարհները պետք չեն Հայաստանին, չնայած ՀՀ կառավարությունը, Ալիեւը եւ եռակողմ հայտարարության ռուս ապոլոգետները խոսում են ինչ որ տնտեսական օգուտների մասին։ Այդ հաղորդակցությունները պետք են Բաքվին ու Անկարային, ցամաքային ուղիղ կապի հաստատման համար՝ քաղաքական հայտնի նպատակներով։ Մոսկվայի համար այդ հաղորդակցությունները տնտեսական նշանակություն չունեն, Մոսկվան իրականացնում է Հայաստանի մասնատման եւ տնտեսական մեկուսացման իր ծրագրերը։

Մոսկովյան հանդիպումն ու դրան հետեւած ճեպազրույցի ու առանձնազրույցների վերաբերյալ հաղորդագրությունները չափազանց խոսուն են եւ վկայում են շատ բանի մասին։ Թերեւս կասկած չկա, որ եթե Մոսկվան չցանկանար, հայտարարությունը չէր ստորագրվի։ Հայ ռազմագերիների հարցը սերտորեն շաղկապված է այս խնդիրներին, այն դարձել է արդեն ոչ միայն Հայաստանի դեմ ռուս-թուրքական դաշինքի շանտաժի, այլեւ Մոսկվա-Բաքու դաշինքի ներսում որոշակի խնդիրների պարզաբանման լծակ։

Դրանք կապված են մասնավորապես Ղարաբաղում ռուս խաղաղարարների մանդատի ու Ստեփանակերտի օդանավակայանի գործարկման հետ։ Բաքուն չի ստորագրել խաղաղապահների տեղակայման վերաբերյալ պայմանագիրը, միեւնույն ժամանակ, Ստեփանակերտի օդանավակայանի գործարկման համար անհրաժեշտ է Բաքվի թույլտվությունը․ ըստ Պուտինի՝ Ղարաբաղն Ադրբեջանի տարածք է ըստ միջազգային իրավունքի։

Օդանավակայանի հարցը մնում է օդում, ինչպես նաեւ խաղաղապահների հարցը, «միջազգային իրավունքի տեսակետից»։ Միջազգային իրավունքը Մոսկվա-Բաքու դաշինքում իհարկե քողածածկույթ է, այստեղ բանավոր պայմանավորվածություններն իրացվում են Հայաստանին պարտադրված եռակողմ հայտարարությունների ու սպասվող պայմանագրերի ձեւով։ Գերիների հարցը, ինչպես նաեւ Պուտինի ասած այլ «չլուծված խնդիրները» մնում են ռուս-թուրքական համաձայնությունների հաջորդ փուլերին, խաղաղապահները մնում են Հայաստանին պարտադրվող նորանոր պայմանագրերի դիմաց։ Այդ մասին է Պուտինի մեջբերված խոսքը Փաշինյանին՝ դիվանագիտական լեզվից թարգմանությամբ։
