Հայկական բանակը Մոսկվայի ու Բաքվի կոկորդին․ Անսպասելի նոր հանգամանքներ են առաջացել

Եռակողմ հայտարարությունից հետո գլխավոր հարցերից մեկն այն է, թե ինչ է լինելու հայկական բանակը օկուպացված Արցախում։ ՊԲ-ն հայտարարեց, որ ՊԲ-ն կա եւ միշտ լինելու է։ Միեւնույն ժամանակ, ռուսական հատուկ ծառայությունների հետ կապված տարատեսակ ալիքներում ու հայաստանյան զլմներում պարբերաբար տեղեկություններ են հայտնվում Արցախի ՊԲ համալրման խնդիրների կապակցությամբ։ Հայաստանում ժամանակ առ ժամանակ կազմակերպվում են ծնողների ցույցեր, որոնք պահանջում են իրենց որդիներին Արցախ չտանել։

Հայտնի է դարձել, որ Բաքուն չի ստորագրել ռուս խաղաղապահների տեղակայման պայմանագիրը։ Ըստ տեղեկությունների, Բաքուն լրացուցիչ պահանջներ է դրել այդ պայմանագրի ստորագրման համար, որոնցից մեկն այն է, որ հայկական զորք չպետք է լինի Արցախում՝ ոչ ՀՀ զինված ուժերը, ոչ Արցախի ՊԲ-ն։

Սեպտեմբերի 27-ին Արցախի դեմ պատերազմի նպատակներից մեկը Արցախի բանակի ոչնչացումն էր մարդուժի եւ սպառազինության առումով։ Դա հիմնականում իրագործվեց հարավում, որը ռուս-թուրքական համաձայնությունների թիրախն էր։ Հարավում տեղի ունեցած իրադարձությունների վերաբերյալ զինվորների ու կամավորների պատմությունները, նույնիսկ դավաճանության մասին քաղաքական շրջանակների ու ռուսական քարոզչության «միակողմանի» բացահայտումներն ընդամենը վկայում են այդ իրողությունը։

Պետք է նկատի առնել, որ ռուս խաղաղապահներն ըստ էության տեղակայվել են ոչ այնտեղ, ինչպես նախատեսված է եռակողմ հայտարարությամբ, այն է՝ կողմերի զինված ուժերի միջեւ։ Ավելին, որոշ տեղամասերում, օրինակ Խծաբերդ-Հին Թաղեր, ռուս խաղաղապահները ոչ միայն չեն տեղակայվել, այլեւ մասնակցել են այդ բնագիծը թուրքերի վերահսկողությանը հանձնելուն։

Արցախի ԱԽ քարտուղար Վիտալի Բալասանյանը փաստացի խոսում է սահմանների պաշտպանությանը բնակչության տոտալ մասնակցության մասին։ Դա եւս վկայություն է այն բանի, որ Արցախի բանակը վեր է ածվում սահմանապահ ծառայության, դրանից բխող հետեւանքներով։

Մոսկվան ու Բաքուն, սակայն, եռակողմ հայտարարությամբ ճանաչել են հայկական բանակի գոյությունն Արցախում։ Այդ հայտարարությունն իր անորոշություններով ու տարընթերցումներով ական է նրանց տակ, եւ հայկական բանակի խնդիրը դրանցից մեկն է։ Ինչպես այլ հարցերում, այս պարագայում եւս հայկական սուբյեկտային գործոնի վերացումը Մոսկվային ու Բաքվին տանելու է բախման։

Ինչպես այլ հարցերում, այնպես էլ հայկական բանակի հարցում Մոսկվայի ու Բաքվի համար անսպասելի խնդիր է առաջացել՝ հայկական բանակը միակ հավասարակշռող գործոնն է մնացել՝ խաղաղապահը հայկական բանակն է, ոչ թե ռուսները։ Անհավանակա՞ն է թվում՝ շուտով դա ավելի ակնհայտ է դառնալու։

Հայկական գործոնի ոչնչացումը Մոսկվայի ու Բաքվի համար չափազանց ծանր հետեւանքներ է ունենալու։ Բաքվի միակ շանսը Արցախի անկախության ճանաչումն է եւ զորքերը Արցախից հանելը։

Հայաստանում կա՞ն ուժեր, որոնք պատրաստ են իրացնել այս ահռելի քաղաքական պոտենցիալը։ Խոսքն իշխող տգետ խմբակի ու «կապիտուլյացիայի» 17-նոց ողբասացների մասին չէ, որոնք նույն սցենարի մեջ են։
