Միքայել Մինասյանի նոր բացահայտումը

Վատիկանում ՀՀ նախկին դեսպան Միքայել Մինասյանն իր տելեգրամ ալիքում գրում է.

«Ռուս խաղաղապահների ներկայությունն Արցախում պետք է ունենա իրավական հիմք՝ կամ եռակողմ պայմանագրի, կամ խաղաղապահ առաքելության մանդատի տեսքով:

Ռուսական կողմն այն դեռ նոյեմբերի 9-ին էր նախապատրաստել, և հայկական կողմը պատրաստակամությամբ ստորագրել էր դա, սակայն չէր ստորագրել Ադրբեջանը: Ադրբեջանական կողմը ելնում է այն բանից, որ ինքը հաղթող կողմ է, Փաշինյանը՝ կապիտուլյանտ, և առաջ է քաշում 3 լրացուցիչ կետեր, որոնք ուզում է տեսնել պայմանագրում կամ դրա՝ խաղաղապահների գործունեությունը կարգավորող բաժնում:

Ըստ այդմ՝

Արցախում չպետք է լինի որևէ հայկական զորք, քանի որ դա ադրբեջանական հող է: Ադրբեջանական զորքերն այնտեղ են՝ ըստ իրավասության, ռուսականը՝ ադրբեջանցիների համաձայնությամբ: Իսկ հայկական զորք այնտեղ առհասարակ չպետք է լինի՝ ոչ Հայաստանի Հանրապետության Զինված ուժերի, և ոչ էլ Արցախի Հանրապետության Պաշտպանության բանակի տեսքով:

Արցախ մեկնող Հայաստանի բոլոր պաշտոնատար անձանց այցելությունները պետք է ինչ-որ կերպ համաձայնեցվեն ադրբեջանական կողմի հետ:

Արցախի ինքնակառավարման մարմինները պետք է ընտրվեն կամ նշանակվեն ադրբեջանական կողմի և խաղաղապահների համաձայնությամբ: Հայկական կողմի խնդիրը կայանում է նրանում, որ նա կապիտուլյանտական պոռթկման ներքո շտապելով՝ փաստաթուղթն առաջինն է ստորագրել՝ Ադրբեջանին հնարավորություն չտալով փաստաթղթից իր բոլոր սպասումները ներկայացնել միջնորդ կողմին՝ Ռուսաստանին:

Ադրբեջանի հետ չհամաձայնեցրած, բայց արդեն Նիկոլի կողմից ստորագրված պայմանագրի նախագիծն Ադրբեջանի համար բանակցային լրացուցիչ լծակներ կիրառելու հնարավորություն է տալիս՝ թույլ տալով իր պահանջների չկատարման դեպքում պահանջել դուրս բերել խաղաղապահներին Արցախից:
