Պաշտպանության նախարարը մատնեց վարչապետին. Ինչ են ծրագրել Մոսկվան ու Բաքուն Հայաստանում

Կապանի քաղաքապետ Գեւորգ Փարսյանն ասում է, որ դեկտեմբերի 17-ին հրաման իջեցվեց, որ մենք իջնենք դիրքերից։ Մենք համագործակցում էինք ՊՆ հետ։ Նույնիսկ կարող եմ ասել, որ այն գեներալները, որոնց հետ կապ էինք պահում, նրանք էլ տեղյակ չէին դրա մասին, որ պետք է դիրքերը զիջեինք։ Նա ասել է, որ պաշտպանության նախարարի հետ հանդիպմանն ինքը հարցը բարձրացրել է՝ առանց քննարկելու ինչո՞ւ են հրաման տվել դիրքերը զիջել։

«Նա ինձ պատասխանեց, որ այս համաձայնությունն ի սկզբանե եղել է։ Եթե այս համաձայնություն ի սկզբանե եղել է, ապա ինչո՞ւ մեզ տեղյակ չեն պահել։ Մենք նոյեմբերի 9-ից հետո ամրացել էինք, պաշտպանության երկրորդ, երրորդ բնագիծ էինք կառուցել։ Մենք կարծում էինք, որ կարող է էլի կռիվ լինի այդ հողերի համար, մենք ամրացել ենք այդ հողերի համար։

Բայց նախարարից ստացանք այդ պատասխանը։ Հարցրեցինք՝ արդյոք հնարավոր չեն նոր բանակցություններ, ինչ-որ մի բան անել, որ պահպանենք։ Ասաց՝ չէ, բացառվում է»։

Կապանի քաղաքապետի խոսքը հաստատում է այն մտահոգությունները, ըստ որոնց՝ նոյեմբերի 9-ի հայտարարությունը կամ ունի գաղտնի ինչ որ հավելվածներ, կամ բանավոր պայմանավորվածություններ, որոնք փաստաթղթում չեն ներառվել մի շարք հանգամանքներից ելնելով:

Դատելով կողմերի հայտարարություններից, հնարավոր է կա փաստաթղթի մեկ այլ տարբերակ, որը չի հրապարակվել օրինակ Մեղրիի ուղիղ օտարման պահանջի առկայության պատճառով, Իրանի դիրքորոշման արդյունքում:

Եռակողմ հայտարարությունը Մոսկվային պետք էր Արցախում իր ռազմական ներկայության համար: Հայաստանի պարագայում նման հրապարակային փաստաթուղթը կարող էր խնդիր լինել Ռուսաստանի ու ՀԱՊԿ պարտավորությունների առումով:

Բանն այն է, որ Ռուսաստանը եւ ՀԱՊԿ-ը բազմիցս հայտարարել են, որ չեն պատրաստվում կատարել այդ պարտավորությունները որեւէ պարագայում, եւ ընտրվել է Հայաստանի հաղորդակցական միջանցքներով «մասնատման» ոչ ռազմական-բանավոր տարբերակը, Հայաստանի կառավարության ձեռքով: Նիկոլ Փաշինյանի կցկտուր ու ակնարկներով լի պարզաբանումները հաստատում են այս իրավիճակը:

Ինչո՞ւ է Փաշինյանը գնում դրան, ի՞նչ է դրվել նրա առջեւ այդ պայմանները չկատարելու դեպքում, ինչո՞ւ հրաժարական չի տալիս, ինչո՞ւ չի ասում ամբողջ ճշմարտությունը: «Միակողմանի դավաճանության» մեղադրանքները տվյալ դեպքում լիարժեք չեն բացատրում իրավիճակը, ավելին՝ Մոսկվային ու Բաքվին հնարավորություն են տալիս անարգել շարունակել իրենց հանցավոր ծրագիրն արագ տեմպերով:

Քաղաքական դասը, եթե ցանկանում է փոխել իրավիճակը, Նիկոլի դավաճանության թեմային պետք է ավելացնի քննարկումներն այս իրավիճակի շուրջ՝ պարզելու ռուս-թուրքական ծրագրի էությունն ու իրագործման սխեմաները, սահմանելով պատասխանատվության ողջ սպեկտրը:

Մոսկվան ու Բաքուն չափազանց թանկ գին են վճարելու այս ամենի համար: Մոսկվայում կարծես թե սկսել են արդեն խոսել այդ մասին, իսկ մերձկասպյան արեւմուտքը բնակեցնող անդեմ սոցիումը դեռ էյֆորիայի մեջ է:

Հայաստանից պահանջվում է ընդամենը մեկ քայլ՝ մերժել ռուս-թուրքական ծրագիրն ամբողջությամբ:
