Տիգրան Ավինյանը խոսել է գերիների փոխանակման մասին

Դեկտեմբերի 10-ին փոխվարչապետ Տիգրան Ավինյանի գլխավորությամբ տեղի է ունեցել Գերիների, պատանդների եւ անհայտ կորած անձանց հարցերով զբաղվող միջգերատեսչական հանձնաժողովի նիստը: Իր խոսքում փոխվարչապետը նշել է.

«Այսօր մանրամասն քննարկելու ենք հարցեր, որոնք վերաբերում են գերիների փոխանակման բանակցությունների ընթացքին, անհայտ կորած անձանց հայտնաբերման ուղղությամբ իրականացվող աշխատանքներին ու զոհվածների դիերի նույնականացման աշխատանքներին: Կարծում եմ անհրաժեշտություն չկա եւս մեկ անգամ շեշտելու, որ այս հարցերը կառավարության օրակարգում առաջնային տեղ են գրավում, եւ որ ներգրավված գերատեսչությունները պետք է գործեն առավելագույնս արագ ու ճկուն։

Տեղյակ եք, որ որոշակի զարգացումներ ունենք գերիների փոխանակման գործընթացում․ երեկ երեկոյան (դեկտեմբերի 9-ին) Ռուսաստանի Դաշնության խաղաղապահների միջնորդությամբ Ադրբեջանից Հայաստան են տեղափոխվել երեք հայ քաղաքացիական գերիներ։

Ներկայումս թե՛ հայկական, թե՛ ադրբեջանական կողմերը գերիների ցուցակները փոխանցել են Կարմիր Խաչի Միջազգային Կոմիտեին: Այժմ ընթանում է ցուցակների ճշտման գործընթացը: Գերիների փոխանակման գործընթացում, ինչպես հայտարարել ենք, մենք առաջարկել ենք կիրառել «բոլորը բոլորի դիմաց» սկզբունքը, ինչպես նաեւ ստեղծել մեխանիզմ, ըստ որի նոր գերիների հայտնաբերման պարագայում կողմերից յուրաքանչյուրը պարտավորվում է առանց նախապայմանների վերադարձնել նրանց: Նշեմ, որ արվում է հնարավոր ամեն բան փոխանակման գործընթացը հնարավորինս արագացնելու համար։

Այսօր կքննարկենք նաեւ անհրաժեշտ օրենսդրական փոփոխությունները, որոշ ծավալով նաեւ անդրադառնալու ենք որոնողական աշխատանքների արդյունավետության բարձրացման, ԴՆԹ հետազոտությունների հետ կապված խնդիրներին, հոգեբանական աջակցության տրամադրման ու թեժ գծի աշխատանքների հետ կապված հարցերին»։

Նիստի ընթացքում քննարկվել են զոհվածների դիերի ԴՆԹ վերլուծության միջոցով նույնականացման գործընթացն առավել արագացնելու ուղիները: Առողջապահության նախարարությունը ձեռք է բերում դատագենետիկական նույնականացման հետազոտությունների եւս մեկ հոսքագիծ, ինչը հնարավորություն կտա էլ ավելի արագացնել նույնականացման գործընթացը:

Հանձնաժողովի անդամները մանրամասն անդրադարձ են կատարել անհայտ կորած զինծառայողների ընտանիքներին դրամական աջակցության տրամադրմանը, հոգեբանական աջակցության ծրագրերի մշակմանը ու հոգեբանական ռեաբիլիտացիոն համակարգերի ներդրմանը, բուժհաստատություններում գտնվող, սակայն անձը հաստատող փաստաթուղթ չունեցող անձանց բժշկասոցիալական փորձաքննության ենթարկելու հնարավորություններին վերաբերող հարցերին:
