Նիկոլ Փաշինյանը Արայիկ Հարությունյանին ցանկանում է հապշտապ դարձնել ԵՊՀ ռեկտոր

Երեկ ՀՀ Կրթության և գիտության նախկին նախարար, Հայաստանի հանրապետական կուսակցության (ՀՀԿ) փոնախագահ Արմեն Աշոտյանն իր ֆեյսբուքյան էջում գրառում էր կատարել, որով տեղեկացրել էր, որ իշխանությունները կառավարության նիստում այսօր ներկայացնելու են մի խայտառակ օրենքի նախագիծ։

«Կառավարության դեկտեմբերի 3-ի օրակարգում է ընդգրկվել «Բարձրագույն կրթության և գիտության մասին» և հարակից օրենքների նախագծերին հավանություն տալու և անհետաձգելի համարելու մասին որոշման նախագիծը։ Այս նախագծով սրանք ուզում են ռեկտորներին և գիտական հաստատությունների տնօրեններին ոչ թե ընտրել, այլ նշանակել 5 տարի ժամկետով անմիջապես նախարարության կողմից։

Նախագիծը ոչ միայն անբարոյական է, հակաբուհական, հակագիտական, այլև հակասահմանադրական։ Այն հակասում է ՀՀ Սահմանադրության 38 հոդվածի (Կրթության իրավունք) 3-րդ կետին, որը սահմանում է․ «Բարձրագույն ուսումնական հաստատություններն օրենքով սահմանված շրջանակներում ունեն ինքնակառավարման իրավունք, ներառյալ ակադեմիական և հետազոտությունների ազատությունը»: Օրենքի հակասահմանադրական դրույթների ընդունման դեպքում բուհերը կզրկվեն ինքնակառավարման իրավունքից»,- գրել էր Արմեն Աշոտյանը:

Նախագիծը, ի դեպ, այսօր ընդգրկված էր կառավարության նիստի չզեկուցվող հարցերի բաժնում, ինչպես վերջին ամիսներին նախագծերի մեծամասնությունը:

Եվ ահա 168.am-ին տեղեկություններ հասան առ այն, որ երեկ գիշերվանից՝ այս գրառումից հետո, Հայաստանում բուռն կերպով քննարկվում է այս նախաձեռնությունը, ըստ որի՝ լիազոր մարմինն իրավասու է լինելու ռեկտորներ նշանակել, և նրանք ընտրովի չեն լինելու առնվազն գալիք 5 տարիների ընթացքում:

Մեր աղբյուրների փոխանցմամբ՝ կառավարության կողմից նման շտապողականության հիմք է հանդիսացել Նիկոլ Փաշինյանի ցանկությունը՝ Կրթության, գիտության, մշակույթի և սպորտի (ԿԳՄՍ) նախկին նախարար, իսկ այժմ՝ իր գլխավոր խորհրդականի պաշտոնը զբաղեցնող Արայիկ Հարությունյանին տեսնել Մայր բուհի՝ Երևանի պետական համալսարանի ռեկտորի պաշտոնում:

Հիշեցնենք, որ երկու տարուց ավելի՝ Երևանի պետական համալսարանի (ԵՊՀ) նախկին ռեկտոր Արամ Սիմոնյանի հրաժարականից հետո, ԵՊՀ կառավարման խորհուրդը չի ընտրում Նիկոլ Փաշինյանի համար հաճելի ու ձեռնտու ռեկտոր: Ըստ էության կառավարությունն այնտեղ վերահսկիչ փաթեթ չունի, և իշխանությունը որոշել է բուհերի գլխին սեփական դրածո ռեկտորներ կարգել հենց այսպիսի վարչական ճանապարհով:

Ըստ ամենայնի, այս օրենքը հապճեպ կերպով ընդունվում է հենց Արայիկ Հարությունյանին ԵՊՀ ռեկտոր նշանակելու համար:

Մենք տեղեկացանք, որ Ազգային ժողովին նույնպես տրված է հանձնարարական՝ արագ տեմպով նույնպես քննարկել և ընդունել այս նախագիծը, որպեսզի հասցնեն ԿԳՄՍ ոլորտը կատարելապես տապալած նախկին նախարարին դարձնել ԵՊՀ ռեկտոր:
